Minister of Agriculture Han Changfu issued important instructions, in which he stressed that livestock and poultry slaughter is linked to livestock and poultry breeding at one end and food consumption at the other, is a key link in getting meat products onto the dining table, and holds a very important position in safeguarding food safety. Agricultural departments at all levels must be willing to shoulder responsibilities and dare to take responsibility, comprehensively implement the spirit of the Third and Fourth Plenary Sessions of the 18th Central Committee and the national on-site meeting on governing “dining table pollution”, strengthen investigation and research, strengthen the development of laws, regulations and standards, strengthen supervision and law enforcement, and strive to ensure the people’s “safety on the tip of the tongue”. Vice Minister of Agriculture Yu Kangzhen attended the meeting and delivered a speech.
Yu Kangzhen pointed out that the adjustment of livestock and poultry slaughter supervision responsibilities is an important part of the State Council ’s deepening of institutional reform and functional transformation, and that agriculture and animal husbandry departments at all levels must understand the importance and urgency of livestock and poultry slaughter supervision work from the overall situation of safeguarding food safety and comprehensively advancing the rule of law, and must handle livestock and poultry slaughter supervision and pig slaughter special rectification work with a high sense of responsibility and without slackness, and strive to ensure that no major livestock and poultry product quality and safety incidents occur in the slaughter link.
Yu Kangzhen required that livestock and poultry slaughter supervision take safeguarding the quality and safety of livestock and poultry products as the fundamental goal, take optimizing layout, transformation and upgrading, standardizing operations, and strengthening supervision as the primary tasks, and take promoting factory-based slaughter, brand-based operations, cold-chain circulation, chilled fresh listing, and integrated management as the main direction, continuously enhance livestock and poultry slaughter supervision capacity, and accelerate the establishment of a meat quality and safety safeguard system. It is necessary to always adhere without wavering to the “one goal” of ensuring that no major livestock and poultry product quality and safety incidents occur in the slaughter link, to highlight the “two priorities” of livestock and poultry slaughter industry development and industry supervision, to promote the implementation of the “three responsibilities” of local government territorial management responsibility, departmental supervision responsibility, and slaughter enterprise quality and safety main responsibility, and to further strengthen the “four links” of approval management for the establishment of slaughter enterprises, pre-slaughter quarantine, quality and safety control in the slaughter process, and investigation and handling of illegal slaughter acts.
Yu Kangzhen stressed that the peak season for meat food consumption during “New Year’s Day” and “Spring Festival” is approaching, and the task of livestock and poultry slaughter supervision is arduous and heavy. Agriculture and animal husbandry departments at all levels must perform their duties, accelerate the handover of city and county slaughter supervision responsibilities, and establish and improve the livestock and poultry slaughter supervision system; make every effort to carry out pig slaughter special rectification, resolutely crack down on illegal acts such as private slaughtering and indiscriminate slaughtering, and ensure the safety of pork consumption; strengthen the formulation and revision of laws, regulations, standards and industry plans, and improve the rule-of-law and standardization level of slaughter supervision.
More than 100 representatives attended the meeting, including responsible persons from relevant departments and units of the State Commission Office for Public Sector Reform, the Legislative Affairs Office of the State Council, the Ministry of Finance, the Ministry of Public Security, and the Ministry of Agriculture, as well as animal husbandry and veterinary competent departments and animal health supervision institutions from all provinces, autonomous regions and municipalities directly under the Central Government across the country.
