Treating aquaculture pollution well with both subtraction and addition: 100% of the water in the lake meets quality standards
Junshan Lake, located in Jinxian County, Jiangxi Province, is a sub-lake of Poyang Lake, China's largest freshwater lake, separated from Poyang Lake by a dike. Its 320,000-mu surface ripples like emerald, with fish and crabs frolicking within, and the brand “Home of Chinese River Crab” has made Junshan Lake hairy crabs famous far and wide.
The clear water of Junshan Lake is the natural support for the local ecological economy, and how to maintain clear water quality during development is particularly important. In response, Jinxian County has persisted in protecting during development and developing during protection, forging a “win-win” path for the protection and development of Junshan Lake.
Doing well in subtraction and addition, water quality meets standards 100%
⟦NL> In June this year, when people's congress deputies at the county and township levels in Jinxian County inspected the water environment protection of Junshan Lake, they successively found large numbers of freshwater jellyfish appearing in many places. The freshwater jellyfish, which has extremely high requirements for its living environment and is called the “giant panda in water,” appeared in Junshan Lake, indicating the good water quality of the lake. Monitoring data from the environmental protection departments of Nanchang City and Jinxian County in September and October both showed that the water quality of Junshan Lake reached Grade III or above of the national surface water standard, and some places or local areas had reached Grade II or above, with a water quality compliance rate of 100%.
Where does the clear lake water come from? It comes from a series of subtraction and addition measures taken by Jinxian County to protect Junshan Lake.
First is doing well in subtraction, protecting the clear water of the lake.
Formulate protection regulations. On July 1, 2010, the “Nanchang City Junshan Lake Protection Regulations” were approved by the Standing Committee of the Jiangxi Provincial People's Congress and officially implemented. The county strictly follows the requirements of the regulations and resolutely does not introduce any polluting industrial enterprises in the control area. This year, in order to further strengthen the protection of Junshan Lake's water quality, Nanchang City revised the regulations, which will be implemented soon.
Implement human stocking and natural growth. On January 27 this year, Jinxian County signed the “Supplementary Agreement on Junshan Lake Fishery Development” with the contractor of Junshan Lake, comprehensively canceling the intensive culture area of Junshan Lake. No feed is put into the entire lake area, implementing “human stocking and natural growth, clear-water aquaculture.”
Strictly control aquaculture pollution. On July 16, the “Work Plan for Rectifying Pig Farms (Households) in the Control Area of Junshan Lake Protection Zone” was formulated, investing 30.03 million yuan, and according to the “five batches” (immediately demolish a batch, strongly rectify a batch, notify a batch of policies, transform and seal a batch, and support and guide a batch), all pig farms within the 1000-meter red line around Junshan Lake were rectified, strictly controlling pollution sources from pig farms. At present, all 245 pig farms whose sewage outlets directly face the waters of Junshan Lake have been demolished.
Second is doing well in addition, making the clear water of the lake even clearer.
Strengthen supervision. Include water environment protection in major and key projects, integrate the forces of departments including environmental protection, water affairs, animal husbandry, public security, forestry, and land and resources, form a linkage mechanism, and strictly supervise. At the same time, the environmental protection departments at the two levels of Nanchang City and Jinxian County act jointly. In the middle of each month, at a total of 9 points at the lake inlet, lake outlet, and lake center of Junshan Lake, simultaneous sampling is conducted to monitor water quality, and comparisons and analyses are made with historical data to grasp the water quality status of Junshan Lake, identify the main pollution factors and causes of water source pollution, and put forward opinions and suggestions.
Construction projects. Invest 8 million yuan to build the Junshan Lake sewage biochemical treatment station, responsible for sewage treatment from hotels, enterprises, and residents along Junshan Lake, with a daily treatment capacity of up to 600 cubic meters of domestic sewage and industrial wastewater. At the same time, the Sanli garbage incineration station project can treat 10 cubic meters of combustible garbage per day, improving the sanitary environment of the Junshan Lake tourism and leisure area. Both projects have been put into use.
Restore ecology. Establish the Junshan Lake ecological restoration base, planting aquatic plants such as hornwort, tape grass, elodea, and Potamogeton malaianus. Through experiments, the county will select the aquatic plants most suitable for planting in Junshan Lake and promote them over a large area, enabling Junshan Lake to form an “underwater forest.”
