How is rural technological innovation and entrepreneurship to be advanced? The building of five major platforms is deployed as follows
On November 24, the Department of Rural Science and Technology of the Ministry of Science and Technology organized the 2014 National Agricultural Science and Technology Innovation Work Conference in Beijing, to study and implement the spirit of the 18th National Congress, the Third and Fourth Plenary Sessions of the 18th Central Committee, and General Secretary Xi Jinping's series of important speeches, to summarize the 2014 agricultural and rural science and technology work, to exchange the achievements and experience of the “12th Five-Year Plan”, and to discuss the development ideas for agricultural science and technology in the “13th Five-Year Plan”. Vice Minister Zhang Laiwu of the Ministry of Science and Technology attended the meeting and delivered an important speech. Leading officials from the science and technology departments (commissions, bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities with independent planning status, the Science and Technology Bureau of the Xinjiang Production and Construction Corps, and the science and technology supervision departments of relevant ministries, commissions and directly affiliated institutions under the State Council, as well as expert representatives from some agriculture-related universities, research institutes, agricultural science and technology parks, new rural development research institutes and industry alliances, together with relevant comrades from the Department of Rural Science and Technology and the Rural Center of the Ministry of Science and Technology, altogether more than 100 people attended the meeting.
Vice Minister Zhang's speech, from the height of innovation-driven urban-rural integration and the development of the “new three rural issues”, expounded the new situation, new requirements and overall thinking for advancing rural technological innovation and entrepreneurship in the new era, and in particular focused on the top-level design for building the science and technology commissioner system, as well as deployment considerations such as using the National Agricultural Science and Technology Park Alliance and the building of a new agricultural socialized service system as levers to promote the building of five major platforms: technological innovation, science and technology finance, innovation brands, international cooperation, and e-commerce information.
Chen Chuanhong, Director of the Department of Rural Science and Technology, gave a keynote report entitled “Deepen Reform, Drive by Innovation, Strive to Open Up a New Situation in Rural Science and Technology Work”, reviewing the overall progress of rural science and technology work during the “12th Five-Year Plan” and the results and experience of the pilot reform of science and technology program management in the rural field, deeply analyzing the challenges and tasks facing agricultural science and technology in the new era, and putting forward specific requirements for doing a good job in rural science and technology work in 2015.
The meeting also held group discussions, and the participating representatives held lively discussions and exchanges on Vice Minister Zhang's important speech, Director Chen's work report, and the ideas for agricultural science and technology innovation work in the “13th Five-Year Plan”. Everyone agreed that through this meeting they further understood the spirit of the Central Government and the Ministry of Science and Technology concerning science and technology reform, and further strengthened their confidence and determination to do a good job in rural science and technology innovation work. They all expressed that after the meeting they would continue to earnestly grasp the spirit of the meeting, carry out the implementation of all tasks, effectively strengthen the pooling of forces, pursue collaborative innovation, and jointly create a new situation in rural science and technology innovation work.
