The central government has allocated 3 [billion yuan] in transfer payments for comprehensive agricultural development this year
In order to strengthen budget execution management and accelerate the pace of budget execution, in 2014 the central government took active measures to effectively speed up the disbursement of comprehensive agricultural development funds. As of now, the central government has cumulatively allocated 34.1 billion yuan in transfer payments for comprehensive agricultural development, accounting for 100% of the central government's subsidy expenditure budget for local comprehensive agricultural development.
Of this, 23.6 billion yuan was allocated for land improvement projects, mainly used to build high-standard farmland that is drought- and flood-resistant, high-yielding and stable-yielding, and water-saving and efficient, to accelerate the improvement of agricultural production conditions, enhance the ability to withstand natural disasters, effectively consolidate and improve comprehensive agricultural production capacity, achieve “storing grain in the land”, and ensure the smooth advancement of the National Comprehensive Agricultural Development High-Standard Farmland Construction Plan.
7.3 billion yuan was allocated for industrialized operation projects, to support leading enterprises in industrialization and farmers' cooperatives in developing projects for the cultivation, breeding, processing and distribution of advantageous and distinctive agricultural products, effectively promote the development of agricultural industrialized operations, improve the market competitiveness and supply guarantee capacity of our country's agricultural products, and promote agricultural efficiency and farmers' income growth.
3.2 billion yuan was allocated for other comprehensive agricultural development projects, to support the integration of agriculture-related funds in the “Two Great Plains” modern agriculture comprehensive supporting reform pilot zone in Heilongjiang Province as well as the construction of modern agriculture parks, accelerate the advancement of agricultural modernization, and promote agricultural transformation and upgrading and sustainable agricultural development.
