The Notice pointed out that assessing demonstration cooperatives is a specific measure for implementing the central government's requirement to put into practice a mechanism of joint departmental assessment of demonstration cooperatives and to guide farmers' cooperatives to operate in a standardized manner, and is an important duty assigned by the State Council to the inter-ministerial joint conference on the development of national farmers' cooperatives. This group of demonstration cooperatives was assessed by the national joint conference in accordance with the provisions of the Interim Measures for the Assessment and Monitoring of National Farmers' Professional Cooperative Demonstration Cooperatives, on the basis of recommendations organized by localities, after review, reexamination, and media publicity.

Developing farmers' cooperatives is an important measure for building a new type of agricultural management system and advancing rural reform and development. The Notice requires that national demonstration cooperatives, as advanced models of farmers' cooperatives, should cherish their honor, make persistent efforts, and strive to become bigger and stronger; strengthen the purpose of serving members, actively provide specialized, socialized, and serialized services, and continuously meet members' needs for developing agricultural production and operation; improve rules and regulations, strengthen democratic management, and safeguard members' various rights; vigorously promote standardized production, pay attention to agricultural product brand building, and improve product quality and safety levels; and persist in lawful operation, actively promote a cooperative culture of unity, mutual assistance, honesty, and friendship, fully play an exemplary and leading role, and demonstrate and lead the broad masses of farmers' cooperatives in improving development quality and level.
The Notice requires that all relevant departments, in accordance with central government requirements, implement and improve support policies, strengthen guidance and services, and actively support the development of national demonstration cooperatives. It is necessary to strengthen supervision and management, implement dynamic monitoring, establish an elimination mechanism, and continuously enhance the advanced nature and purity of the ranks of national demonstration cooperatives. It is necessary to guide the broad masses of farmers' cooperatives to learn from national demonstration cooperatives, establish and improve various rules and regulations, improve benefit distribution mechanisms, and continuously enhance market competitiveness and the ability to drive farming households, making new contributions to developing modern agriculture, promoting farmers' income growth, and building a new socialist countryside.
