Seed industry reform accelerates with notable results, Ministry of Agriculture reports progress

The Ministry of Agriculture, together with the National Development and Reform Commission, the Ministry of Finance, the Ministry of Science and Technology, and 19 other departments and units, took the “Opinions on Deepening the Reform of the Seed Industry System and Improving Innovation Capacity” as the main line, took the seed industry research system as the breakthrough point, accelerated the transformation and application of scientific research achievements, promoted the transfer of scientific research strength to enterprises, and achieved notable results.
Building a public platform for property rights transactions.In order to enhance the scientific research competitiveness of the seed industry, the Ministry of Agriculture launched a pilot reform of the equity ratio of seed industry scientific research achievements, and relying on the Chinese Academy of Agricultural Sciences established the National Seed Industry Scientific and Technological Achievements Property Rights Trading Platform, basically forming a complete system covering online transactions of seed industry scientific and technological achievement property rights such as variety rights and breeding patents, and promoting fair, just, and open transactions of seed industry scientific research achievements. On December 2, the Ministry of Agriculture held a seed industry scientific and technological achievements rights confirmation and promotion trading event at the Chinese Academy of Agricultural Sciences, at which 9 transactions for new varieties and new technologies were signed on site, with a total transaction amount of more than 30 million yuan.
⟦NL> Providing policy support for enterprise innovation.The Ministry of Agriculture increased policy support, established 19 enterprise breeding innovation capacity-building projects through special programs such as the seed project, included 14 seed enterprises in the Ministry of Agriculture key laboratories, and adopted a directed commissioning method for integrated breeding, propagation, and promotion enterprises to take the lead in applying for genetically modified corn industrialization research topics. Opening a green channel for variety approval for integrated breeding, propagation, and promotion enterprises is a major reform of the variety management system, and is of great significance for enhancing enterprises' independent innovation capacity, accelerating the promotion and application of new varieties, and building a strong seed industry nation. At present, the top 10 seed enterprises invest nearly 600 million yuan in annual research and development, accounting for more than 6% of their sales revenue; varieties bred by enterprises themselves account for 50% and 47% of nationally approved corn and rice varieties respectively; the number of new variety rights applied for by enterprises exceeds that of scientific research and teaching units.
Improving the market environment for achievement promotion.The Ministry of Agriculture, together with the Ministry of Public Security and the State Administration for Industry and Commerce, carried out seed counterfeiting crackdown actions, persisted in combining departmental crackdowns with enterprise rights protection to improve crackdown efficiency; combined the investigation and handling of major and important cases with media exposure to maintain a high-pressure posture in crackdowns and strike hard at labeling and infringement acts. In the first half of the year, 2,700 cases were investigated and handled, 89 were transferred to judicial authorities, and multiple extraordinarily large counterfeit production dens were destroyed, and the market order improved markedly. In the second half of the year, the Ministry of Agriculture launched key spot-check actions in seed production bases, focusing on spot checks of fields producing seeds without licenses or through infringement, so as to curb counterfeit and inferior seeds from entering the market and reaching farming households at the source.
The reform of the seed industry has become a powerful driver for the healthy development of the industry. Up to now, the seed market for major crops nationwide has had sufficient supply and stable prices, and the seed quality pass rate has remained stable at above 97%, effectively safeguarding the safety of seeds used in agricultural production and playing an important role in the “eleven consecutive increases” in grain output.
