Since the beginning of this year, 8 ministries and commissions have jointly conducted a comprehensive survey of agricultural reclamation, making clear that agricultural reclamation must closely focus on taking the lead in achieving agricultural modernization and building a moderately prosperous agricultural reclamation society in all respects, take cultivating large agricultural enterprise groups with international competitiveness as the key lever, accelerate the development of modern agriculture, steadily advance agricultural reclamation's “going global,” actively explore a new type of urbanization, promote the transformation and upgrading of the agricultural reclamation economy and sustained and healthy economic and social development, and strive to build agricultural reclamation into an emergency base for safeguarding the supply of important national agricultural products, a core sector that takes the lead in achieving agricultural modernization as a whole, and a modern agricultural enterprise group with international competitiveness.
Over the past year, reclamation areas have taken substantive steps in joint alliances and joint operations, and non-grouped reclamation areas have accelerated corporatization and group-based restructuring. In August, the “China Agricultural Reclamation Seed Industry Alliance” was established with 12 reclamation-area seed enterprises as the main body, including Heilongjiang Kenfeng, Jiangsu Dahua, and Anhui Wanken, each with an annual commercial seed volume of more than 50,000 tons; in September, Hainan, Yunnan, and Guangdong agricultural reclamation and the Chinese Academy of Tropical Agricultural Sciences formally signed an agreement to establish the “China Agricultural Reclamation Natural Rubber Industry Alliance”; and the “China Agricultural Reclamation Dairy Cattle Farm Alliance,” established with the country's advantageous agricultural reclamation milk source bases and dairy processing enterprises as the main body, was on the verge of emerging. At the same time, reclamation areas such as Chongqing, Jiangsu, Shaanxi, Ningxia, and Hubei have combined their respective advantages, increased cooperation around the seed industry, dairy industry, and other areas, and achieved notable results in building regional industrial companies.
This year, through agricultural socialized service methods such as contracted plowing, harvesting, and planting and land trusteeship, about 140 million mu of rural collective land has been radiated and driven, and reclamation areas such as Jiangsu and Anhui have shown strong momentum in directly leasing rural land, with the area now exceeding 10 million mu. Guangdong Agricultural Reclamation has accelerated the construction of an integrated industrial layout for natural rubber production, processing, storage, and marketing in Southeast Asian countries and elsewhere, and has now established 20 enterprises, with annual dry rubber processing and storage capacity reaching 350,000 tons, close to 10% of domestic consumption; Anhui and Hubei agricultural reclamation, using projects in Zimbabwe and Mozambique as platforms, have organized enterprises within their provinces to establish overseas agricultural cooperation and development alliances, actively expanding the scale of agricultural investment in Africa.
