Social forces such as research institutes, institutions of higher learning, telecom operators and information technology enterprises can be encouraged to participate in the construction of agricultural Internet of Things projects, creating an agricultural Internet of Things application development model led by the government, driven by government-enterprise collaboration, operated by the market, and achieving win-win cooperation.
