Agricultural investment must only increase, never decrease; even when finances are tight, it must be guaranteed

According to Xinhua News Agency, the Central Rural Work Conference was held in Beijing from the 22nd to the 23rd, to study major measures for advancing agricultural modernization through reform and innovation.

The conference pointed out that agricultural modernization is the foundation and support of national modernization, and is still currently a prominent “weak link”, and the key difficulties in building a moderately prosperous society in all respects still lie in the countryside.

The conference emphasized that in advancing agricultural modernization, we must persist in taking safeguarding national food security as the primary task, and ensure that grains are basically self-sufficient and that staple rations are absolutely secure. We must guide and regulate the orderly transfer of land management rights, persist in giving priority to grain and agriculture, avoid “de-grainization”, and resolutely prohibit the “de-agriculturalization” of cultivated land. We must develop appropriately scaled operations, and allow “exploration, exploration, and more exploration”. As long as it conforms to national laws and policies, conforms to the direction of reform, and is welcomed by the peasant masses, then no matter what form it takes, it must be encouraged and supported. We must increase agricultural policy and funding input. No matter how tight the finances, we must ensure that agricultural investment only increases and never decreases.

The conference discussed the “Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening Rural Reform and Accelerating Agricultural Modernization (Discussion Draft)”.
