The two-day Central Rural Work Conference closed yesterday. The conference discussed the "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening Rural Reform and Accelerating Agricultural Modernization (Discussion Draft)". According to convention, the 2015 Central Document No. 1 will be produced after revising this discussion draft.
The conference focused on transforming the development model, adjusting the structure, and accelerating agricultural modernization. It proposed that next year, on the basis of doing routine work well, efforts should closely center on the main line of “stabilizing grain output and increasing income by adjusting structure, improving quality and efficiency by transforming the development model”, and do everything possible to keep grain output stable at more than 1,100 billion jin and keep the growth rate of farmers' income above 7.5%.
The conference stressed that in promoting agricultural modernization and new urbanization, it is necessary to adhere to a people-oriented approach, stimulate farmers' vitality for creation, innovation, and entrepreneurship, and create a vivid situation of mass entrepreneurship and innovation. It is necessary to highlight and solidly carry out some key tasks, including guiding the orderly transfer of land management rights and developing appropriately scaled agricultural operations; expanding pilot projects for confirming, registering, and certifying land contractual management rights, and consolidating the foundation for innovation in the agricultural operation system; advancing reform of the rural collective property rights system and protecting farmers' property rights and interests; deeply advancing the construction of rural reform pilot areas and national modern agriculture demonstration zones, exploring paths for rural reform and leading agricultural modernization; carrying out research on green yield-increasing models and steadily developing grain production; scientifically advancing the adjustment of planting structure and promoting improved quality and efficiency in agriculture; vigorously developing beef and mutton production and building a new type of planting and breeding structure that balances grain and feed, combines agriculture and animal husbandry, and develops cyclically; advancing primary processing of agricultural products at their place of origin to help farmers reduce losses and increase income; developing e-commerce for agricultural products and accelerating the pace of agricultural informatization; advancing reform of the agricultural science and technology system and accelerating the pace of agricultural science and technology innovation; accelerating the development of the modern seed industry and enhancing its innovation capacity; promoting the reform and development of agricultural reclamation and adding vitality to its development; strengthening weak links in agricultural machinery operations and follow-up services, and promoting the sustainable development of agricultural mechanization, among others.
Minister of Agriculture Han Changfu said earlier that it will cooperate with the Standing Committee of the National People's Congress to promptly revise the Land Contract Law, grant farmers the ability to mortgage and guarantee land management rights, and allow farmers to use management rights as shares to develop industrialized agricultural operations.
Analysts in the agriculture, forestry, animal husbandry, and fishery industry at Everbright Securities analyzed that the conference's reference to “guiding the orderly transfer of land management rights” has been a top priority in recent years and is also the direction of modern agriculture, and the dividends of reform are worth looking forward to. The essence of land transfer is to advance the marketization of land factors. Its role is to effectively improve the efficiency of land resource allocation, further activate the transfer of surplus agricultural labor, and provide broad space for scaled, intensive, and efficient agricultural operations.
“Mechanization and informatization are the technical guarantees for transforming the agricultural development model, and scaled planting and mechanized operations are important ways to improve agricultural production efficiency.” Zhang Qun, an analyst at CITIC Securities, believes that agricultural mechanization and agricultural informatization are long-term trends in agricultural development, and related industries will benefit from them over the long term. Regarding agricultural modernization, he is long-term optimistic about market opportunities in sectors such as breeding, aquaculture feed, agricultural inputs, agricultural machinery, and the agricultural internet.
