Producing areas are the starting point for agricultural products to enter the circulation sector from the production sector. At present, producing-area markets remain a weak link in the circulation of agricultural products in China, and the development of the market system for agricultural product producing areas should be further accelerated.

⟦NL> First, build a three-tier producing-area market. In China's advantageous agricultural product regions, build a market system for agricultural product producing areas with national markets as the leaders, regional markets as the backbone, and field-side markets as the foundation. National agricultural product producing-area markets are supported jointly by the Ministry of Agriculture and provincial (municipality directly under the Central Government, autonomous region) governments, and can radiate and drive the development of advantageous agricultural product industries in their own region and even across the country. Field-side markets are small agricultural product producing-area markets built at agricultural product production bases that radiate and drive the circulation of agricultural products in the villages and towns where the market is located and in surrounding villages and towns, mainly carrying out pre-cooling, grading, packaging, drying and other commercialization processing and trading activities.

Second, cultivate and strengthen circulation entities. Establish a mechanism for evaluating, screening and filing circulation entities, guide farmers toward scaled operation, and improve the degree of organization of circulation entities. Support circulation enterprises and market development, broaden trading channels, improve circulation efficiency, reduce transport costs, and enhance the operating capacity of circulation entities. Guide the development of industry associations, and strengthen market supervision and exchange and cooperation. Cultivate a group of modern rural brokers who understand the market, can negotiate, are good at business, are well informed, and know market conditions, so as to improve the efficiency of agricultural product circulation.

Third, improve infrastructure development. Raise the level of construction of trading sheds (halls), equip them with pre-cooling warehouses and commercialization processing facilities such as washing, grading, packaging and drying, reduce post-harvest losses of agricultural products, and increase product added value. Equip them with electronic trading service facilities such as automated teller machines (ATMs) and point-of-sale settlement systems (POS machines). Build cold-chain storage facilities of an appropriate scale such as ventilated warehouses, high-temperature warehouses and low-temperature warehouses, equip them with energy-saving and environmentally friendly long- and short-distance cold-chain transport vehicles, and comprehensively raise the level of cold-chain logistics at agricultural product producing areas. Improve the construction of on-site power supply, water supply and drainage, communications, sewage treatment, garbage sorting and recycling, living services, roads and other works.

Fourth, raise the modernization level of trading. On the basis of advancing the quality grading, packaging standardization and labeling standardization of agricultural products, explore various centralized bidding trading methods such as auctions, medium- and long-term trading and futures, and improve the price formation mechanism for agricultural products. Producing-area markets that do not have the conditions to develop auction and futures trading should improve electronic settlement, information processing and publishing systems, gradually advance the openness of settlement information, and promote fair trading. Promote the development of e-commerce for fresh agricultural products.

Fifth, create national agricultural brands. Strengthen the role of local governments in building regional public brands for agriculture, give play to their service and driving role in basic research, planning preparation, policy formulation, publicity and promotion, supervision and management, and development of agricultural brands, and enhance the credibility and binding force of public regional brands.

Sixth, establish a producing-area market release system. Standardize the specific content, preferential conditions, penalty provisions and other aspects of producing-area release management, clarify the market release labels of agricultural products, and establish an agricultural product quality traceability system. Establish a mechanism for sharing quality and safety testing information between producing-area and sales-area markets, and strengthen the linkage between producing-area release and market access. Producing-area markets at all levels should be equipped with quality and safety testing laboratories or facilities commensurate with their own functions, be equipped with testing instruments and testing personnel that meet testing requirements, and formulate and improve various testing systems and specifications, with test results uploaded and publicly disclosed in a timely manner.
