The Performance of Veterinary Services (PVS) Evaluation is a comprehensive international standard established by the World Organisation for Animal Health (OIE) for assessing the veterinary governance system, operational performance and quality level of a country (region), with emphasis on objectively evaluating the overall capacity of the veterinary system and continuously improving its overall performance.

Since the beginning of this year, in order to deepen the reform of the veterinary management system and enhance the capacity building of the veterinary system, the Ministry of Agriculture has carried out provincial-level PVS evaluations nationwide. First, it attached importance to investigation and research and scientifically formulated an implementation plan. Based on studying the PVS evaluation reports of 11 countries including Brazil and summarizing the 2013 PVS pilot evaluations in Beijing and Liaoning, an implementation plan was formulated and issued, clarifying the work objectives, evaluation indicators and organizational implementation requirements. Second, it solidly carried out training and cultivated a team of evaluation experts. In May, a PVS evaluation training course was held in Qingdao, training more than 120 experts from veterinary institutions in 31 provinces (municipalities and autonomous regions) across the country, laying the personnel foundation for carrying out provincial-level PVS evaluations. Third, it strengthened supervision and guidance and advanced evaluation work in each province. PVS evaluation work was incorporated into the Ministry of Agriculture's extended performance management for major animal disease prevention and control, and expert groups were organized to go to Hunan, Chongqing, Heilongjiang and Guangxi and other provinces and municipalities to carry out technical guidance and training, guiding each province in carrying out PVS evaluation work.

Through carrying out PVS evaluations, localities raised their awareness, recognized the gaps in the performance of the veterinary system, put forward targeted improvement measures, and identified priority areas for veterinary development, achieving the purpose of driving the improvement of veterinary system capacity.
