Ministry of Agriculture calls for solid implementation to consolidate the sound momentum of agriculture and rural areas

Vice Minister of Agriculture Yu Xinrong stressed that all units must earnestly study, deeply understand, and resolutely implement the central decision-making and arrangements and the series of important directives of General Secretary Xi Jinping on the development of “agriculture, rural areas and farmers” and the important speech delivered at the meeting by Premier Li Keqiang and Vice Premier Wang Yang, and quickly unify thought and action with the central requirements and arrangements, solidly grasp implementation, fully complete the work tasks set by the central authorities, and consolidate and develop the sound momentum of the agricultural and rural economy.
The meeting pointed out that the Central Rural Work Conference, which had just concluded, was an important meeting held at a critical period when China's economic development has entered a new normal and agricultural and rural development is moving toward a new stage; it pointed the way and provided fundamental guidance for doing a good job in agricultural and rural work next year and for a period to come. Agricultural departments at all levels must, in accordance with the central arrangements and requirements, unswervingly follow the path of a new type of agricultural modernization with Chinese characteristics, accelerate the transformation of the agricultural development mode, comprehensively deepen rural reform, advance new rural construction, open up broad channels for farmers' employment and income growth, and achieve stable grain production, increased income, structural adjustment, improved quality, greater efficiency and a transformed mode.
The meeting stressed the need for genuine hard work and solid implementation. Now that the central major policies have been determined, the tasks for next year's agricultural and rural reform and development have been made clear, and the call has been issued, the key is to advocate practical work and firmly grasp implementation. All units must, with a more resolute attitude, invest greater strength, and adopt more powerful measures to promote the implementation of the spirit of the meeting and ensure that all arrangements take root. It is necessary to break free from fixed ways of thinking, break through work inertia, establish a big pattern, open up big ideas, broaden big horizons, and strive to advance innovation in work ideas, policy design and method creation for “agriculture, rural areas and farmers” from an overall perspective.
The meeting stressed the need to strictly enforce discipline and improve work style without relaxation. All cadres and staff of the Ministry of Agriculture system must resolutely implement the central arrangements and requirements, strictly execute all provisions on diligent and clean government without compromise, resolutely and consciously resist unhealthy trends and evil influences, and consciously accept supervision by Party organizations and the people. It is necessary to persistently rectify the “four forms of decadence” and ceaselessly enforce discipline and uphold integrity, and with a good mental state and a good work style, create outstanding work performance and establish a good image for cadres in the agricultural system.

The meeting required, first, to solidly do a good job in winter agricultural production and spring plowing preparations, strengthen field management, and fight the first battle of next year's summer grain production. Second, to do a good job in the production and supply of “vegetable basket” products and in linking production and marketing, do a good job in winter vegetable production in large cities, promote the transportation and sale of fresh agricultural products such as meat, eggs, milk and aquatic products, and ensure that the agricultural product market supply is sufficient and prices are stable during New Year's Day and the Spring Festival. Third, to intensify supervision of agricultural product quality and safety, strengthen prevention and control of major animal diseases in winter and spring, and ensure the safety of agricultural product consumption during the “two festivals”. Fourth, to carry out major inspections of agricultural production safety, strictly prevent agricultural safety accidents in grasslands, agricultural machinery and fisheries, and eliminate hidden dangers of epidemics.
