150 Demonstration Counties for Rural Collective "Three Assets" Management to Be Recognized This Year
Recently, the Ministry of Agriculture issued the "Notice on Carrying Out the Creation of the Second Batch of National Demonstration Counties for Rural Collective 'Three Assets' Management," deciding to carry out the creation of the second batch of national demonstration counties for rural collective "Three Assets" management. On the basis of the 155 demonstration counties for rural collective "Three Assets" management recognized for the first time in 2012, about 150 new demonstration counties will be recognized this year.
The "Notice" specifically stipulates the creation standards for demonstration counties. First, the rural collective "Three Assets" management institutions and teams are complete; counties (cities, districts) have specialized rural collective "Three Assets" management institutions, and townships (towns) have full-time staff. Second, the "Three Assets" management system is complete; the content and format of asset ledgers, resource registration books, contract and lease document templates for assets and resources, and bidding and tendering documents are unified and standardized. Third, the foundation for "Three Assets" management work is solid; counties (cities, districts) have uniformly organized and completed the verification of assets and capital of rural collective economic organizations; the eastern region has built a county- and township-level informatized management platform for rural collective "Three Assets," and the central and western regions have organized or deployed pilot construction of informatized "Three Assets" management platforms. Fourth, "Three Assets" archive management is standardized; materials involving the management of rural collective funds, assets, and resources can be promptly filed and archived. Fifth, "Three Assets" management supervision is in place; more than 95% of villages in the county have established village affairs supervision bodies or democratic financial management groups, and more than 98% of villages can regularly and comprehensively disclose financial activity information and related accounts.
