According to a message on the website of the State Administration of Grain, Ren Zhengxiao, Party Leadership Group Secretary and Director of the State Administration of Grain, recently presided over an enlarged meeting of the Party Leadership Group to promptly convey and study the spirit of the Central Rural Work Conference and to study specific measures for implementation. The meeting emphasized the need to effectively accelerate the construction progress of the new 100-billion-jin grain warehouses, effectively improve grain purchasing and storage support capacity, resolutely prevent the occurrence of farmers“having difficulty selling grain”, resolutely ensure that no“IOUs” are issued to grain-selling farmers, and help farmers achieve increased production and income.

The meeting held that the Central Rural Work Conference was an important meeting held at a critical period when China's economic development has entered a new normal and the comprehensive advancement of agricultural modernization is underway. Premier Li Keqiang's important speech has lofty intentions, profound thoughts, and clear requirements. It emphasized the need to take safeguarding national food security as the primary task of advancing agricultural modernization, ensure basic self-sufficiency in grains and absolute security of rations, and clearly defined the tasks and pointed out the direction for us to do a good job in grain circulation work at present and for a period to come. The national grain system must conscientiously study and implement the spirit of the Central Rural Work Conference and solidly carry out grain circulation work for next year and for a period to come.

The meeting required that, in implementing the spirit of the Central Rural Work Conference, solid work must be done in all key tasks of grain circulation at the end of the year and the beginning of the year. First, fully focus on autumn grain purchasing and storage work to ensure that farmers' surplus grain is promptly converted into cash. Second, effectively do a good job in the supply of grain and oil in the market during the“two festivals” and the“two sessions”, ensuring sufficient market grain sources, with no interruptions and no stockouts. Third, effectively do a good job in the supply of rations to disaster-affected areas and special groups, ensuring ration supply for people in difficulty and grain-deficient areas. Fourth, do a good job in production safety in the grain industry, and resolutely eliminate the occurrence of major and extraordinarily serious safety accidents. Fifth, effectively show concern for difficult enterprises and employees in the grain system, carry out door-to-door visits and warmth-sending activities, and help employees solve practical difficulties in life. Before the Spring Festival, work groups will be sent deep into production areas and disaster areas to supervise and guide autumn grain purchasing, market supply, and production safety work.

The meeting decided that in the first ten days of January 2015, a national grain circulation work conference will be held to comprehensively implement the spirit of the Central Rural Work Conference.
