Fertilizer and pesticide use is expected to achieve zero growth in 5 years
At the Ministry of Agriculture press conference held on the 6th, the Ministry of Agriculture proposed that by 2020, China's agriculture should achieve “one control, two reductions, three basics,” namely controlling the total amount of agricultural water use; reducing the use of chemical fertilizers and pesticides, with fertilizer and pesticide use achieving zero growth; basically achieving the resource utilization of livestock and poultry breeding waste, with all dead livestock and poultry achieving harmless treatment; basically achieving the resource utilization of crop straw, with the phenomenon of open-air straw burning effectively controlled; basically achieving the effective recovery and treatment of agricultural input packaging and discarded agricultural film.
Tang Ke, Director of the Science and Education Department of the Ministry of Agriculture, said that China's fertilizer and pesticide use ranks first in the world, but its utilization rate is 15% to 20% lower than that of developed countries. In terms of chemical fertilizers, it is necessary to expand the scope of implementation of the soil testing and formulated fertilization project, and through the application of new technologies, improve fertilizer use efficiency. By 2020, the coverage rate of soil testing and formulated fertilization technology promotion should reach more than 90%, the fertilizer utilization rate should be raised to more than 40%, and the total amount of chemical fertilizer use should achieve zero growth. In terms of pesticides, it is necessary to promote unified prevention and control and green prevention and control of crop diseases and pests, give priority to ecological control, physical control and biological control measures, and carry out demonstration and promotion of low-toxicity and low-residue pesticides. By 2020, the green prevention and control coverage rate of major crop diseases and pests should reach 30%, and chemical pesticide use should achieve zero growth.
According to reports, in order to advance the pilot construction of ecological circular agriculture, the Ministry of Agriculture and the Zhejiang Provincial Government have signed an agreement to jointly build a pilot province for modern ecological circular agriculture, and Zhejiang Province will take 3 years to be the first to achieve the “one control, two reductions, three basics” goal.
