Integrated development of the entire agricultural industry chain needs the boost of an agricultural entrepreneurship mechanism
The state has formally proposed the new direction for agriculture's future development, and integration of the entire industry chain is imperative. Many people in the industry believe that integrated development of the entire agricultural industry chain needs the boost of an agricultural entrepreneurship mechanism.
Jinshan, a distant suburb of Shanghai that is currently building itself into an entrepreneurship-oriented urban district, has already begun exploring a new mechanism for agricultural entrepreneurship. Xu Hongqiang, head of the local human resources and social security department, believes that the key point of new-type agricultural entrepreneurship is to do full justice to the work "in between" - that is, how to achieve industrialized linkage and connection "among" the primary, secondary and tertiary industries. Through a project-based approach, in high-efficiency agricultural fields such as mushrooms and strawberries, attempts can be made first to "reorganize" traditional cooperatives and establish cooperative associations, creating conditions for the transition of the primary industry of crop growing toward the secondary industry of agricultural product packaging and processing. Once the secondary agricultural industry exists and the foundation for standardization and branding is established, it can then extend toward new tertiary industry forms such as online and offline sales and agricultural tourism.
"Scan the QR code, and the origin, sowing date, fertilizers used and even cooking and storage methods of a Chinese cabbage are all clear at a glance." This is a new measure seen in the "Mingkanghui" food industrial park under the Hailiang Group in the agricultural processing zone of Langxia Town.
People involved say that in a suburban urban agriculture form like Shanghai's, conditions are most favorable for accelerating the development of industrialized modern agriculture. In order to enable the integrated advancement of the primary, secondary and tertiary industries, the transformation of agricultural product bases is a foundational step. Unlike the traditional base operation model, many areas are already exploring various effective new models integrating modern technologies, and in the future methods like "scanning the code to inspect the vegetables" at the "Mingkanghui" food industrial park will gradually become a basic standard feature of modern agricultural industry.
Agricultural entrepreneurs such as Wu Lianqiang, head of Qiangfeng Ecological Farm, believe that the entire industry chain of modern agriculture encompasses an integrated system from seed selection, planting and breeding, processing, storage and transport all the way to terminal sales and agricultural leisure sightseeing. How the entire industry chain can be effectively implemented is being explored by all parties. Those with the conditions and strong capabilities can form a fully closed-loop circular industry chain of "self-built bases, own processing, own logistics, and self-operated terminals". Those with advantages in specific segments can carry out localized innovation and entrepreneurship, and then enter the large platform of the new agricultural entire industry chain through market-based methods such as cooperation and equity participation.
In the entire industry chain, the connection between each link is crucial. "Cold-chain transport" may also gradually become a new kind of "infrastructure" for modern agriculture. Leading agricultural product bases on the outskirts of Shanghai have already been trying to establish full-process cold-chain logistics transport fleets, equipped with cold-chain fresh delivery vehicles featuring "in-transit visual monitoring" systems, with the transport process subject to strict grading, full-process cold chain and seamless connection, meeting the supply needs of markets within an effective radius through intercity distribution, home delivery and other transport methods.
