This website news  Since the newly revised "Regulations on the Administration of Feed and Feed Additives" came into effect on May 1, 2012, the Ministry of Agriculture has organized all localities to thoroughly implement the various new systems and focus on regulating the order of feed production and operation. In 2014, the national pass rate of sampling inspections of feed products was 96.2%, rising steadily for 3 consecutive years.

Over the past 3 years, the Ministry of Agriculture has taken the implementation of the "Regulations on the Administration of Feed and Feed Additives" as the main line, focusing on improving the feed quality and safety management system with effective linkages before, during and after the event, laying a solid foundation for the continuous improvement of feed quality and safety.

First, promptly issue supporting regulations to form a complete legal system. Five supporting regulations including the "Measures for the Administration of Feed and Feed Additive Production Licenses" and three technical specifications including the "Catalogue of Feed Raw Materials" have been issued successively, further refining the new systems and new requirements stipulated in the Regulations.

Second, strictly implement the new access conditions and eliminate unqualified enterprises. Through centralized training, cross-provincial spot checks and other means, all localities have been urged and guided to unify their thinking and standards and resolutely eliminate enterprises that do not meet the standards. As of December 2014, the number of enterprises nationwide that had obtained feed production licenses was 7,061, a decrease of 3,000 from the end of 2013.

Third, implement the "Good Manufacturing Practice for Feed Quality and Safety Management" and guide licensed enterprises to improve quality and safety management systems throughout the entire production process. Through methods such as producing instructional videos and on-site guidance by experts, demonstration enterprise creation activities for the Good Manufacturing Practice have been organized and carried out nationwide.

Fourth, improve the feed quality and safety monitoring plan and strengthen risk control. Continue to organize and implement three monitoring plans: monitoring of feed product quality and hygiene conditions, monitoring of prohibited substances in feed, and monitoring of bovine and ovine-derived components in ruminant feed, carry out supervisory spot checks in the three links of production, operation and breeding, and investigate and deal with unqualified products and their production and operation enterprises in accordance with the law. In response to potential problems such as new types of illegal additives and mycotoxin contamination, special investigation and monitoring have been organized to improve the ability to proactively prevent risks.

Fifth, carry out in-depth special rectification and improve the working mechanism for addressing prominent problems. Urge and guide all localities to thoroughly implement the "Opinions of the Ministry of Agriculture on Further Promoting the Special Rectification of “Clenbuterol”", and normalize working mechanisms and measures such as cross-provincial case notification and joint investigation, mandatory referral of “Clenbuterol” violations where a case exists, simultaneous quarantine and sampling inspection of live animals before leaving the farm, and combination of self-inspection and supervisory sampling inspection at the slaughtering stage, gradually forming a long-term mechanism featuring upward and downward linkage, regional linkage and departmental linkage.

Next, the Ministry of Agriculture will continue to adhere to equal emphasis on supervision before, during and after the event, further strengthen work measures, improve working mechanisms, promote the continuous improvement of the quality of the feed industry, and ensure the source safety of livestock product quality.
