Cultivating and Building Leading Enterprises to Advance Agricultural Industrialization

Agricultural industrialization is an important path for advancing agricultural modernization, an innovation in the agricultural system and a transformation of production and management methods. On the basis of consolidating the household contract responsibility system, it is an effective way to turn small-scale production into large-scale production and achieve large-scale, intensive and enterprise-based agricultural operations. It is also a powerful measure for stabilizing rural areas, increasing agricultural efficiency and raising farmers' incomes. Supporting and guiding farmers to accelerate the transition from traditional agriculture to modern agriculture and take the path of agricultural industrialization is the top priority of current rural work.

Industrialized agricultural operation is an important manifestation and main content of agricultural modernization, and a major trend for the future development of agriculture in our country. Industrialized agricultural operation means carrying out enterprise-based agricultural operations, taking domestic and international markets as the guide, economic efficiency as the center and resource development as the foundation, and adopting an integrated approach of planting and breeding plus processing, production, supply and marketing, and agriculture, industry and trade for the leading industries and leading products of agriculture and the rural economy, so as to achieve large-scale, intensive and efficient agricultural production and operation and ultimately achieve the results of increased agricultural output and higher farmers' incomes.

I. Existing Problems

⟦NL> Although great achievements have been made in developing agricultural industrialization clusters in recent years, there are still some prominent problems that urgently need to be solved. First, some leading enterprises aim to obtain maximum profit and cannot form a community of interests with farmers or establish a risk-sharing interest mechanism, so they cannot play a good leading role. Second, there is a lack of industry organizations connected with leading enterprises and farmers for standard setting, technical services, agricultural input supply and product recovery. Leading enterprises cannot directly establish production and marketing contracts with each individual household, so an intermediary organization is needed to provide the link. Third, base construction needs to be further strengthened, and scale, standardization and quality safety need to be further improved. Fourth, the industrialization cluster chain is short. An industrialization cluster is an industrial chain integrating production, supply and marketing and agriculture, industry and commerce, and the processing, logistics and market systems are still not fully developed, so the chain needs to be further extended and supplemented.

II. Development Countermeasures

Our country is a large agricultural country, the agricultural foundation is still fragile, and industrialized operation is still in its initial stage. Therefore, in advancing industrialized agricultural operation, it should be carried out according to the actual conditions of different regions. But the ultimate goal is to promote the development of agricultural productivity, coordinate agricultural production relations, promote higher farmers' incomes, accelerate the process of agricultural modernization and internationalization on the basis of the household contract responsibility system, and enable the broad masses of farmers to enter a moderately prosperous society in all respects as soon as possible.

(1) Cultivating and Building Leading Enterprises

Cultivating agricultural leading enterprises with strong economic strength, sound sales channels, strong deep-processing capacity for agricultural products and a community of interests with farmers is an important foundation for achieving agricultural industrialization and modernization. In the strategic adjustment of the agricultural and rural economic structure, leading enterprises bear the important tasks of opening up markets, technological innovation, guiding and organizing base-based production and household operations, and are an important force for advancing the strategic adjustment of the agricultural and rural economic structure.

All localities should carry out work on leading enterprises, encourage enterprises to build new or expand agricultural product processing projects, and further expand scale. Efforts should be increased in attracting investment, implementing strong-strong alliances and division of labor and cooperation, and forming industrialization clusters with a high degree of correlation and complementary functions. Vigorously cultivate new municipal-level leading enterprises, and through support and guidance form a group of leading enterprise clusters across the city with great development potential, high technological content and strong market competitiveness.

(2) Making Advantageous Industries Bigger and Stronger

In accordance with the requirements of scale, standardization, intensification and green environmental protection, establish targeted raw material production bases for industrial clusters, achieve effective connection between bases and leading enterprises, ensure the quality and safety of raw materials, and reach a supply rate of 50% or more. Adhere to the principle of “prominent industries, large-scale operation, concentration of factors and obvious benefits”, increase the construction of high-quality parks and specialty parks, and focus on building high-quality parks for specialty products.
