At the national grain circulation work conference held a few days ago, senior officials from the NDRC and the State Administration of Grain proposed that under the new economic normal, we must accurately grasp the new trends in the development of grain circulation and win the initiative in grain circulation reform. Regarding the field of grain operations, Xu Shaoshi, director of the National Development and Reform Commission, pointed out that it is necessary to actively push forward the merger and reorganization of grain enterprises and industrialized operations, and develop a mixed-ownership economy.

It is understood that in 2015, the state will accelerate the construction of 100 billion jin of grain warehouses, and efforts to build "dangerous warehouses and old storehouses" will also be increased. In terms of investment and financing mechanisms, social capital will be guided into grain warehouse construction, giving full play to the maximum effect of government investment in leveraging social investment.

Next, apart from reserve grain management enterprises at all levels and military grain supply enterprises, which will remain wholly state-owned or state-controlled, other state-owned grain enterprises will explore the development of a mixed-ownership economy and push grain enterprises to develop in the direction of collectivization, scale, and industrialization. At the same time, reform will encourage grain enterprises' external cooperation, support qualified grain enterprises in "going global," and strive to cultivate a group of large grain traders with international competitiveness. In addition, the construction of grain laws and regulations will be strengthened. Against this background, the legislative process of the grain law is expected to accelerate, and the building of grain operators' credit capacity will speed up.
