Niu Dun, Vice Minister of Agriculture, pointed out in his speech that recent years have been one of the best periods for China's fishery development, and that fishery and fishery administration work has achieved remarkable results. This is mainly reflected in: the scale of the fishery economy has expanded, the industrial structure has been further optimized, infrastructure and equipment conditions have been significantly improved, scientific and technological support has been strengthened, and efforts in fishery resource and environmental protection have been continuously increased. These achievements were made thanks to the high attention of the Party Central Committee and the State Council, to adhering to and developing a correct development path, to adhering to a market-oriented approach, to adhering to the “going global” strategy, and to adhering to taking strengthened material equipment, scientific and technological progress, and management methods as strong support for modern fishery construction.

Niu Dun said that it is necessary to take the spirit of the Fourth Plenary Session of the 18th CPC Central Committee as guidance and deeply advance law-based fishery governance. Legislation should be strengthened, the revision of the Fishery Law should be advanced, and the formulation and revision of supporting laws and regulations should be strengthened. It is necessary to extensively and deeply carry out publicity of the law, strengthen positive guidance, enhance fishery practitioners' reverence for and belief in the law, and form a good rule-of-law environment in which people handle matters according to law, turn to law when encountering problems, use law to solve problems, and rely on law to resolve contradictions. Law enforcement should be strict, and illegal acts involving fisheries should be forcefully cracked down on. Administration should be strictly carried out according to law, service quality should be improved, and management levels should be raised.

⟦NL> Niu Dun emphasized that 2015 is the concluding year of the “12th Five-Year Plan”, and fishery departments at all levels should plan ahead and do a good job in researching and formulating the “13th Five-Year Plan”. They should persistently implement the spirit of Document No. 11 of 2013 of the State Council and the spirit of the State Council's teleconference on modern fishery construction work, persistently clean up and rectify “mortal nets”, severely crack down on “three-no” vessels involved in fisheries and various illegal acts, persistently advance the transformation of fishery development modes and structural adjustment, and persistently do a good job in aquatic product quality and safety, fishery production safety, and safety of fisheries involving foreign countries.
