Cooperation in the field of animal husbandry and veterinary medicine in the Beijing-Tianjin-Hebei region will be accelerated, striving to ensure that by 2020 the Beijing-Tianjin-Hebei region takes the lead in basically achieving the modernization of animal husbandry.

A reporter recently learned that the Beijing Municipal Bureau of Agriculture, the Tianjin Municipal Bureau of Animal Husbandry and Veterinary Medicine, and the Hebei Provincial Bureau of Animal Husbandry and Veterinary Medicine jointly signed the "Beijing-Tianjin-Hebei Coordinated Development Framework Agreement on Animal Husbandry and Veterinary Cooperation," based on the resource endowments, industrial characteristics, respective advantages, environmental linkages and economic differences of the three places, following the approach of regional division of labor, resource sharing, strengthened supervision and ensuring safety, taking the market as the guide, industry as the link, cooperation as the carrier, and mechanisms as the guarantee, coordinating production to ensure supply, interacting and cooperating to ensure safety, and jointly preventing and controlling to protect the ecology, forming a new pattern of modern animal husbandry development with aligned goals, integrated measures, complementary advantages and interconnected interests.

The agreement proposes that the three places will, through cooperation, accelerate the transformation of traditional animal husbandry into modern animal husbandry, further relieve the production capacity and ecological pressure of animal husbandry in the Beijing-Tianjin-Hebei region, and strive to increase the proportion of Hebei-supplied meat, eggs, milk and other "shopping basket" products for Beijing by more than 10 percentage points by 2020; greatly improve the utilization rates of water, soil, feed and improved breeds, and fully resource-utilize or render harmless the manure and waste from scaled farming; establish an effective barrier system for responding to major animal epidemics and zoonoses, and ensure the stability of regional animal epidemics and the safety of animal-derived food.

Wu Baoxin, director of the Beijing Municipal Bureau of Agriculture, said that for many years, the animal husbandry and veterinary departments of the three places have cooperated in many aspects and have a good foundation for coordinated development. Next, industrial policies conducive to coordinated development will be formulated, and a platform for enterprise cooperation will be built; the upgrading of joint prevention and control of major animal epidemics will be promoted, epidemic information sharing and horizontal communication will be implemented, and expert analysis and early warning work on animal epidemics will be jointly carried out; policies and technical standards for the control and purification of diseases of breeding and dairy animals and zoonoses will be unified; the circulation of breeding livestock and poultry, livestock and poultry and their products will be jointly facilitated, as well as the construction of specific-pathogen-free farms, biosecurity isolation zones and regions free of prescribed animal diseases, creating a disease-free animal husbandry production system in the three places.

At the same time, the agreement also mentions the need to establish a cooperation mechanism for early warning and forecasting of livestock and poultry products, jointly negotiate and formulate annual early warning plans, and establish a consultation mechanism for early warning of livestock and poultry product quality and safety; strengthen the linkage mechanism for law enforcement and communication and collaboration, improve systems such as regional mutual inspection and linkage between inspection and enforcement, increase the intensity of cracking down on illegal acts, and improve the level of joint law enforcement; share various testing resources and establish unified and mutually recognized testing methods and standards across regions. The three places will also strengthen talent and technical exchanges and achieve information and data sharing.
