Recently, the competent departments for farm machinery in five provinces, regions and municipalities - Beijing, Tianjin, Hebei, Shanxi and Inner Mongolia - jointly signed in Beijing the "Beijing, Tianjin, Hebei, Shanxi and Inner Mongolia Farm Machinery Safety Supervision Coordinated Cooperation Agreement", taking the first step in inter-provincial coordination and joint action for farm machinery safety in North China.

In recent years, cross-regional operation of farm machinery in China has been increasing day by day, effectively resolving the contradiction between small-scale agricultural management and large-scale mechanized production, and more farmers have benefited from the vigorous development of the farm machinery sector. At the same time, the safety supervision problems brought about by cross-regional operation have become increasingly prominent. Through cooperation and joint action, efforts will be made to promote the orderly flow of farm machinery operations in North China, continuously raise the level of safe farm machinery operation, safeguard the legitimate interests of farm machinery operators, and push farm machinery cooperatives and large farm machinery operators to better carry out socialized services.

The agreement proposes that in the future the five provinces, regions and municipalities will establish a three-level farm machinery safety supervision information exchange mechanism at the provincial, prefectural and municipal, and district and county levels, to promptly communicate and notify one another about cross-regional operation market information, basic information on cross-regional operation agricultural machinery and farm machinery operators, the number and location of cross-regional operation service stations, information on violations by cross-regional operation agricultural machinery, and agricultural machinery accidents, among other matters. During important farming seasons, cross-regional operation service information will be published, and full use will be made of the national “Farm Machinery Cross-Regional Operation Service Express” to carry out information sharing; through cross-regional operation service stations, mobile service vehicles, information service platforms and other means, services such as reception of farm machinery operators, machinery dispatch and maintenance, spare parts supply, and information consultation between provinces will be well provided.

To ensure safe farm machinery production, the agreement proposes registering and filing cross-regional operation combine harvesters, intensifying law enforcement inspections of cross-regional operation agricultural machinery, and jointly carrying out out-of-location inspection and service for agricultural machinery operating in other places for long periods. At the same time, farm machinery operators are encouraged and urged to take out insurance such as compulsory motor vehicle traffic accident liability insurance for farm machinery, accident insurance for drivers and passengers, and third-party liability insurance; district (county) competent departments for farm machinery are required to sign a "Farm Machinery Operation Safety Production Responsibility Statement" with farm machinery operators heading out to work, and cross-regional operation farm machinery operators and service recipients are encouraged to sign a "Farm Machinery Operation Safety Production Agreement" with each other on the principles of voluntariness, fairness and legality.
