On the 23rd, reporters learned from the State Council Leading Group Office of Poverty Alleviation and Development that China is advancing the implementation of ten major targeted poverty alleviation projects.

Liu Yongfu, director of the State Council Leading Group Office of Poverty Alleviation and Development, introduced that the ten major targeted poverty alleviation projects are: officials stationed in villages to provide assistance, vocational education and training, microcredit for poverty alleviation, relocation of impoverished people from inhospitable areas, e-commerce poverty alleviation, tourism poverty alleviation, photovoltaic poverty alleviation, paper mulberry poverty alleviation, entrepreneurship training for leaders in becoming prosperous, and leadership by leading enterprises. Among these, there are both “traditional projects” such as officials stationed in villages to provide assistance and vocational education and training, as well as new means and new methods such as e-commerce poverty alleviation, photovoltaic poverty alleviation, and paper mulberry poverty alleviation.

Reporters learned that photovoltaic poverty alleviation will select 30 counties in 6 provinces and autonomous regions, namely Hebei, Shanxi, Ningxia, Gansu, Qinghai, and Anhui, to carry out pilot work, enabling impoverished people to directly increase their income in the construction of distributed photovoltaic power generation projects, and to receive dividends from shares in the construction of photovoltaic power station projects, thereby achieving employment.

The foundation of targeted poverty alleviation is the work of registering impoverished people and establishing files and cards. As of November 30 last year, all localities had fully completed the identification of impoverished villages and impoverished households, identifying a total of 128,000 impoverished villages and more than 88 million impoverished people. Liu Yongfu stated that the results of file and card registration will be put to good use, and practical and feasible measures for escaping poverty will be formulated. Taking the poverty alleviation needs of the masses as the first signal, identifying paths out of poverty, formulating development plans, and adopting measures suited to local conditions, village conditions, and household conditions.
