The provincial grain circulation work conference held in Chengdu on January 20 proposed to promptly formulate implementation opinions and assessment measures for the "Several Opinions of the State Council on Establishing and Improving the Provincial Governor Responsibility System for Food Security," break down, refine and quantify the indicators, and put the city (prefecture) governor responsibility system under the "rice bag" provincial governor responsibility system into practice. Vice Governor Wang Ning attended the meeting and delivered a speech.

As the saying goes: "The state takes the people as its foundation, and the people take food as their heaven." At present, as a major grain-producing province and the largest grain-consuming province, Sichuan's grain supply and demand situation has changed from "basically self-balanced" to "output falling short of demand, with a sharp increase in the gap for conversion grain use." Grain is not only an important strategic material related to the national economy, people's livelihood and national economic security, but also the most basic means of livelihood for the people. Food security is closely linked to social harmony, political stability and sustainable economic development. How to ensure that the public can afford the basic food they need at any time and place, and to stabilize grain supply to the greatest extent, is an important responsibility of local governments at all levels. In my view, leading cadres at all levels should establish a crisis mindset, a responsibility mindset and a public mindset to keep the "rice bag" on their own shoulders and safeguard the people's basic grain needs.

Establish a crisis mindset. Although with the continuous advancement of science and technology, there is no longer a problem with grain production, in the face of an increasingly severe climate crisis, issues such as reduced grain output caused by rising temperatures, extreme weather such as droughts and floods, and worsening pests and diseases mean that governments at all levels cannot afford to be negligent. In particular, leading cadres must not focus only on developing the industrial economy while neglecting agricultural production, and must remain unshakable in the conviction that agriculture is the foundation of the national economy. "If the skin does not exist, what will the hair attach to?" If there is no agriculture as support, how can other industries develop?

Establish a responsibility mindset. Food security concerns the harmony and stability of a society. If there is no problem with grain, the social foundation will be stable, and other industries can then develop well. Leading cadres must be brave in taking responsibility, implement food security in practical work, and hold the bottom line of food security. Sichuan will promptly formulate implementation opinions and assessment measures for the "Several Opinions of the State Council on Establishing and Improving the Provincial Governor Responsibility System for Food Security," break down, refine and quantify the indicators, and effectively implement the responsibility for the people's "rice bag" and "vegetable basket" on local leaders.

Establish a public mindset. Food security concerns the people's most basic life and production. Leading cadres must always put the people's interests first, proceed from the people's needs and the people's interests, safeguard the people's "rice bag" and "vegetable basket," manage the "Tianfu Granary" well, do a good job in ensuring supply and stabilizing prices, improve grain regulation capacity, strictly implement the state's purchase and storage policies, and safeguard the basic rights and interests of grain farmers.
