Ministry of Agriculture Identifies Seven Key Tasks for Crop Production
Recently, the General Office of the Ministry of Agriculture issued the "Key Points for Crop Production Work in 2015," identifying seven major key tasks for crop production in 2015.
Unremittingly grasp grain production well. Optimize the planting structure, and strive to keep the grain planting area stable at or above last year's level. Deeply advance the creation of high-yield grain production, carry out regular rotation of demonstration plots, and give priority support to major counties producing staple grain varieties such as rice and wheat. Solidly carry out research on green yield-increasing models, focusing on major production areas and major grain-producing counties, and make every effort to overcome technical bottlenecks affecting yield increases, quality improvement, efficiency gains, and environmental improvement. Actively advance the development of potato staple food products and the industry, promote the development of staple food products and the improvement of process flows, and raise the level of potato industrialization.
Persistently advance the improvement of quality and efficiency of cash crops and horticultural crops. Optimize the structural layout, stabilize the planting area of cotton, oil crops, sugar crops, and vegetables, continue to carry out high-yield creation for cotton, oil crops, and sugar crops, vigorously promote simplified cultivation and high-yield, high-efficiency technical models, and improve yield levels and planting efficiency. Carry out the "three products" improvement action for horticultural crops, and advance variety improvement, quality improvement, and brand creation. Optimize the regional and varietal layout of vegetables, promote safe, efficient, and green cultivation techniques, and advance standardized and large-scale production. Solidly grasp the pilot development of winter facility vegetables in large and medium-sized cities in the north, and steadily raise the level of self-sufficiency in vegetables during the off-season in winter and spring in the north. Advance the creation of standard horticultural crop gardens.
Effectively strengthen the protection and improvement of cultivated land quality. Implement the strictest cultivated land protection system, solidly complete the designation of permanent basic farmland, explore the mechanism of "designation, management, construction, and use," and achieve permanent protection and sustainable utilization. Carry out actions to protect and improve cultivated land quality, focusing on soil fertility improvement, soil improvement, nutrient balance, and quality restoration, and improve the intrinsic quality of cultivated land. Improve the national cultivated land quality monitoring system, and regularly release information on cultivated land quality monitoring.
Focus on advancing the sustainable development of crop production. Implement reduced use of chemical fertilizers and pesticides, pest control, cost savings, and efficiency gains, advance soil testing and formulated fertilization, promote new fertilizers and new technologies, and effectively utilize organic fertilizer resources; control the occurrence and harm of pests and diseases, advance precision pesticide application, implement unified pest and disease control, continue to carry out pilot designated sales of highly toxic pesticides, expand the scope of pilot demonstration subsidies for low-toxicity biological pesticides, advance the replacement of highly toxic and high-residue pesticides with high-efficiency, low-toxicity, and low-residue pesticides and the replacement of low-efficiency small pesticide application equipment with high-efficiency medium and large equipment, improve resource utilization, and ensure the realization of the goals for reducing chemical fertilizers and pesticides. Develop water-saving agriculture, integrate and promote dryland water-saving technical models in key regions, highlight key technologies, and improve water resource utilization.
Strengthen pest and disease prevention and control. Accelerate the construction of a pest and disease monitoring and early warning system, and focus on building a number of automated and intelligent field monitoring sites. Vigorously advance unified prevention and control, and focus on supporting a number of large specialized prevention and control organizations. Innovatively advance green prevention and control, integrate a number of green pest and disease prevention and control technical models suitable for different crops, and build a number of green prevention and control demonstration areas. Advance scientific pesticide application, achieve coordination and unity of "pesticide, equipment, and people," and realize pesticide reduction and pest control. Make every effort to block the spread of plant epidemics.
Firmly grasp disaster prevention and mitigation. Strengthen disaster situation scheduling and analysis, and improve emergency plans for major disasters. Strengthen technical guidance services, implement proactive disaster avoidance and scientific disaster resistance, implement key disaster prevention and mitigation technologies, and reduce disaster losses.
Strengthen legal and regulatory construction. Promote the revision and promulgation of the "Pesticide Management Regulations," and accelerate the formulation of supporting rules. Accelerate the drafting of the "Regulations on the Prevention and Control of Crop Pests and Diseases," organize the drafting of the "Regulations on Cultivated Land Quality Protection" and the "Fertilizer Management Regulations," and actively advance the drafting and promulgation and implementation of the "Grain Law." Advance administration according to law and comprehensive agricultural law enforcement.
