How to ensure agricultural machinery safety production? The Ministry of Agriculture calls for multiple measures
The Ministry of Agriculture recently issued a notice, requiring agricultural mechanization authorities at all levels to earnestly implement the spirit of the national teleconference on safety production, effectively strengthen the supervision and management of agricultural machinery safety production, reduce and prevent agricultural machinery accidents, and safeguard the safety of people's lives and property.
The notice points out that great importance should be attached to agricultural machinery safety production, adapting to the new situation of rapid agricultural mechanization development and the new requirements of safe development, strengthening red-line awareness, comprehensively implementing the safety production responsibility system, vigorously grasping accident prevention and control, and safeguarding the safety of people's lives and property. Promote the implementation of agricultural machinery safety supervision preferential policies for farmers. Exempt small and micro enterprises (including individual businesses) from agricultural machinery supervision administrative and institutional fees, and strive to expand the exemption scope to all farmers and cooperatives; actively advance pilot work on agricultural machinery insurance premium subsidies, scrapping and renewal subsidies, and safety protection performance improvement, and vigorously promote agricultural machinery safety technology.
The notice emphasizes that it is necessary to comprehensively advance law-based agricultural machinery safety supervision, in accordance with the general requirements of full coverage, zero tolerance, strict law enforcement, and emphasis on practical results, severely crack down on violations of agricultural machinery safety regulations such as driving without license plates, driving without a license, operating without inspection, illegally issuing license plates and certificates, and concealing, falsely reporting, or omitting accident reports; carry out in-depth safety production inspections and investigate safety hazards; strengthen source management and strive to improve the “license plate rate”, “certificate holding rate” and “inspection rate” of tractors and combine harvesters. Further strengthen emergency response and accident prevention for agricultural machinery safety. Actively carry out agricultural machinery safety emergency training and emergency drills, strengthen agricultural machinery accident investigation and emergency rescue work, and strive to improve emergency response capabilities; establish a statistical analysis and assessment system for agricultural machinery accidents, take effective measures, and strengthen accident prevention efforts.
The notice requires that “Safe Agricultural Machinery” creation activities be carried out in depth. Guide local areas to improve the agricultural machinery safety supervision network, consolidate the foundation of agricultural machinery safety production work, and form a long-term mechanism for agricultural machinery safety supervision featuring “government responsibility, agricultural machinery authorities taking the lead, departmental coordination, and public participation”. Vigorously carry out agricultural machinery safety publicity and training work. Make full use of various media to carry out regular and institutionalized safety education; carefully organize agricultural machinery “Safety Production Month” activities, and go deep into rural markets and fields to conduct agricultural machinery safety publicity; with the safe operation of tractors, harvesters, rotary tillers, roller shutter machines and other machinery as the focus, strengthen technical guidance and training, and improve the safe operation level of operators.
