In accordance with the overall requirements of accelerating the transformation of agricultural development modes, optimizing and adjusting the agricultural structure, and advancing agricultural modernization, the two sides will take the implementation of the “Action to Achieve Zero Growth in Chemical Fertilizer Use by 2020” as the starting point, focus on the promotion of formula fertilizers and the improvement of fertilization methods, strengthen cooperation between agricultural departments and supply and marketing cooperatives and alignment between agricultural departments and enterprises, innovate mechanisms for technology promotion and agrochemical services, continuously enhance farmers' awareness of scientific fertilization, effectively raise fertilizer utilization rates and the application rate of formula fertilizers, promote the transformation and upgrading of the agricultural materials enterprises of supply and marketing cooperatives and innovation in their business services, advance the reform and development of supply and marketing cooperatives, better serve agricultural production, and provide strong support for safeguarding national food security, the quality and safety of agricultural products, and agricultural ecological security.

⟦NL> According to the agreement, the agricultural departments will leverage their advantages in industry management, organization and coordination, and technical guidance services, while the supply and marketing cooperative system will leverage its advantages in agricultural materials production and supply, channel networks, and business services. The two sides will carry out comprehensive strategic cooperation in five major areas: strengthening information sharing, advancing the delivery of formula fertilizers to fields, carrying out guidance services for scientific fertilization, strengthening publicity and training on scientific fertilization, and reinforcing fertilizer supervision and management. A number of key large cities (counties) will be selected to carry out the creation of “Demonstration Counties for Promoting Formula Fertilizers through Agricultural-Enterprise Cooperation,” a number of leading enterprises for agricultural-enterprise alignment pilot projects on scientific fertilization will be cultivated, and a number of standardized central agricultural materials stores will be renovated and built.

The two sides' cooperation in advancing scientific fertilization is an important measure for thoroughly implementing the spirit of the Central Rural Work Conference and the No. 1 Central Document. It will produce a strong driving effect on optimizing the structure of fertilizer varieties, guiding farmers to use formula fertilizers, innovating fertilizer production and operation models, effectively solving the “last mile” problem of scientific fertilization, and providing comprehensive services for agricultural production.
