How will Central Document No. 1 be implemented? The Ministry of Agriculture deploys key tasks
In order to thoroughly implement the spirit of the document "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Increasing the Intensity of Reform and Innovation and Accelerating the Development of Agricultural Modernization" (Zhong Fa [2015] No. 1), the Ministry of Agriculture recently issued the "Opinions on Solidly Doing a Good Job in Agricultural and Rural Economic Work in 2015," comprehensively deploying the key tasks for agricultural and rural economic work this year.
The "Opinions" pointed out that in 2014, the agricultural and rural economy, from a high starting point, achieved steady progress, steady improvement in quality, and steady gains in efficiency; grain production achieved an “eleventh consecutive increase,” farmers' income achieved an “eleventh consecutive rapid rise,” modern agriculture accelerated its development, and rural reform advanced solidly, making outstanding contributions to stabilizing growth, adjusting structure, promoting reform, and improving people's livelihoods. At present, China's economic development has entered a new normal, and agricultural and rural development is undergoing profound changes. We must actively adapt to the new normal, meet new challenges, unswervingly accelerate the transformation of the agricultural development model, vigorously advance agricultural structural adjustment, accelerate the modernization of agriculture, and strive to open up new prospects for agricultural and rural economic work.
The "Opinions" emphasized that in 2015, agricultural and rural economic work must take stabilizing grain and increasing income while adjusting structure, and improving quality and efficiency while transforming the development model as the main line, deepen rural reform, strengthen legal guarantees, advance scientific and technological innovation, develop modern agriculture, and make every effort to keep grain output stable at more than 1,100 billion jin and keep the growth rate of farmers' income at more than 7%, strive to ensure that no major agricultural product quality and safety incidents and no regional major animal epidemics occur, continuously raise the contribution rate of agricultural scientific and technological progress and the utilization rate of agricultural resources, consolidate and develop the good situation of the agricultural and rural economy, and provide strong support for the overall situation of economic and social development.
⟦NL> The "Opinions" proposed that this year we must focus on doing a good job in six areas. First, never relax in grain production and steadily advance agricultural structural adjustment. We must steadily develop grain production, optimize and adjust the planting structure, vigorously develop herbivorous animal husbandry, and actively develop modern fisheries. Second, improve the quality and safety of agricultural products and the level of application of agricultural science and technology, and accelerate the transformation of the agricultural development model. We must advance standardized agricultural production, carry out activities to create counties for agricultural product quality and safety, and comprehensively handle animal disease prevention and control and livestock and poultry slaughter supervision; persistently strengthen innovation in and promotion of agricultural science and technology, accelerate the development of the modern seed industry and agricultural informatization, and strengthen weak links in agricultural machinery operations and follow-up services. Third, strengthen the building of comprehensive agricultural production capacity and the protection of resources and the environment, and advance sustainable agricultural development. We must promote the designation of permanent basic farmland, organize and implement major engineering projects well, strengthen the conservation of agricultural resources, fight the tough battle of controlling agricultural non-point source pollution, and strengthen agricultural safety production and emergency response. Fourth, vigorously broaden channels for increasing farmers' income and promote sustained and relatively rapid growth of farmers' income. We must coordinate the development of agricultural product processing, leisure agriculture, and agricultural product e-commerce, optimize market regulation of agricultural products, and continuously improve the level of agricultural socialized services. Fifth, improve policies that strengthen agriculture and benefit farmers, and strengthen the rule of law in agriculture. We must improve and reform agricultural subsidy policies, encourage the use of fiscal funds to leverage financial and insurance support for agriculture, promote the improvement of agricultural laws and regulations, deepen the reform of the agricultural administrative law enforcement system, and continuously improve the level of law-based agricultural administration. Sixth, solidly advance rural reform and stimulate the vitality of agricultural and rural development. We must guide the orderly transfer of land management rights, develop appropriately scaled operations, continue to expand pilot projects for verifying, registering, and issuing certificates for contracted land management rights, vigorously cultivate new types of agricultural business entities, and steadily advance reform of the rural collective property rights system; continuously strengthen the development of rural reform pilot areas and national modern agriculture demonstration zones, deeply advance the reform and development of agricultural reclamation, and accelerate agricultural cooperation with foreign countries.
The "Opinions" required that agricultural departments at all levels thoroughly study and implement the spirit of General Secretary Xi Jinping's series of important speeches, further innovate ideas, mechanisms, methods, and systems, and keep up with changes in the situation and meet the requirements of development. We must emancipate our minds, strengthen investigation and research, and advance the creation of policies and methods for “agriculture, rural areas, and farmers” work. We must highlight key points, vigorously grasp supervision and inspection and the implementation of work, and carry out special extended performance assessments. We must be diligent and honest in administration, persist in strictly governing the Party, vigorously grasp the implementation of the “two responsibilities” for Party conduct and clean government construction, persistently correct the “four winds” and improve work style, and with a good state, good style, and good performance, strive to push agricultural and rural economic development to a new level and make new and greater contributions to the overall situation of economic and social development.
