Recently, the Ministry of Agriculture issued the "Key Points for Animal Husbandry Work in 2015," explicitly requiring the effective fulfillment of supervisory duties for feed quality and safety, illegal addition of “clenbuterol” and raw milk quality and safety, so as to safeguard the quality and safety of livestock products.

Since the implementation of the newly revised "Regulations on the Administration of Feed and Feed Additives," the Ministry of Agriculture has organized localities to thoroughly implement the various new systems, and the overall quality of the feed industry has improved markedly. In 2015, the Ministry of Agriculture will adhere to equal emphasis on both “production” and “supervision,” further strengthening feed industry management and consolidating the foundation for livestock product safety. On the “production” side, the focus will be on urging licensed feed production enterprises to fully implement the "Good Manufacturing Practice for Feed Quality and Safety" and to establish quality and safety management systems covering the entire production process. To carry out this implementation work, the Ministry of Agriculture will issue guidance opinions and continue to organize demonstration creation of the "GMP" nationwide, setting up a number of models. On the “supervision” side, the focus will be on strengthening risk monitoring of feed quality and safety. While continuing to organize supervisory spot checks on feed quality and safety and handling non-compliant products according to law, it will focus on illegal use of new types of additives and potential contaminants in feed raw materials, organize hidden danger investigations and early warning monitoring, and improve the capacity for proactive risk prevention and control.

Since 2011, the Ministry of Agriculture, together with relevant departments, has continuously carried out special rectification of “clenbuterol” nationwide, and the problem of illegal “clenbuterol” use has been effectively curbed. In 2015, the special rectification work on “clenbuterol” will continue to be carried out in depth, further strengthening supervisory measures for all links of the pig, beef cattle and mutton sheep industries, further increasing supervisory spot check efforts in key areas, key links and important seasons, and further improving the working mechanism of departmental linkage and regional linkage for “clenbuterol” illegal clues. By continuously maintaining a high-pressure posture, it will strictly prevent a rebound of the “clenbuterol” problem and strive to ensure that the people can eat “reassuring meat.”

⟦NL> Since 2009, the Ministry of Agriculture has carried out special rectification of raw milk quality and safety and implemented monitoring plans for 6 consecutive years, vigorously cleaned up and rectified milk stations, and the level of raw milk quality and safety has improved year by year. In 2015, the Ministry of Agriculture will further strengthen supervision of raw milk production, purchase and transportation. It will strive to complete the online operation of the “National Raw Milk Purchase Station Management System” and realize informatized management of milk stations. It will continue to implement the national raw milk quality and safety monitoring plan, focusing on strengthening monitoring and spot checks of milk sources for infant formula milk powder, increasing efforts to investigate quality and safety risks, and establishing and improving a quality and safety monitoring network. It will carry out in-depth special rectification of prohibited substances in raw milk, formulate quality and safety management specifications for raw milk transport vehicles, and severely crack down on illegal purchase and transportation of raw milk and various illegal addition behaviors. It will promote the construction of a traceability system for the quality and safety of milk sources for infant formula milk powder; milk stations, transport vehicles, and dairy farms (communities) involving milk sources for infant formula milk powder must all have files established and be included in key supervision. It will track public opinion in a timely manner, properly handle various emergencies, and strive to ensure that no major raw milk quality and safety incidents occur.
