Second Batch of Demonstration Counties for Rural Collective "Three Assets" Management Recognized by the Ministry of Agriculture
This newsletter report In order to implement the spirit of the central government concerning the strengthening of management of rural collective funds, assets, and resources (hereinafter referred to as the "three assets"), and to give full play to the exemplary and leading role of typical cases, in 2012 the Ministry of Agriculture launched the creation of national demonstration counties for rural collective "three assets" management, designating 155 demonstration counties for the first time, which achieved remarkable results in raising the level of supervision and operation of rural collective assets, strengthening the construction of rural collective asset management institutions, and advancing the institutionalization, standardization, and informatization of rural collective asset management.
In order to further strengthen rural collective "three assets" management, promote the preservation and appreciation of collective assets, safeguard the lawful rights and interests of collective economic organizations and their members, develop and expand the collective economy, and increase farmers' property income, recently, on the basis of recommendations from all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning, and after review, the Ministry of Agriculture designated 155 counties (cities, districts) including Haidian District of Beijing as the second batch of national demonstration counties for rural collective "three assets" management (see the list on page 2 today).
The Ministry of Agriculture required all localities to attach great importance to rural collective asset and financial management, and to take the creation of demonstration counties for rural collective "three assets" management as an opportunity to innovate management methods, expand the scope of work, strengthen work guidance, increase financial support, strengthen professional training and supervision and inspection, and promote new achievements in national rural collective "three assets" management.
