The "Three Goes to the Countryside" activity must genuinely benefit farmers
On the morning of February 4, the concentrated service activity of the "Three Goes to the Countryside" (culture, science and technology, and health) program in Henan Province was held in Fanxiang Community, Fanxiang Town, Changyuan County, with 13 departments in culture, science and technology, health and other fields delivering computers, books and other items worth more than 900,000 yuan to the local area. In his speech at the opening ceremony, Wang Yao, Executive Deputy Director of the Publicity Department of the CPC Henan Provincial Committee and Director of the Civilization Office, said that the "Three Goes to the Countryside" activity has become an important vehicle and brand for our province's service to "agriculture, rural areas and farmers." (Dahe Net, February 5)
It should be said that it is highly commendable that relevant departments, responding to the actual needs of rural areas, agriculture and farmers, organize various forms of "Three Goes to the Countryside" activities to deliver the culture, science and technology, and health information and services needed by rural areas to farmers. However, in actual practice, because the "Three Goes to the Countryside" activities are brief, some places "come in a hurry and leave in a hurry" during organization, making the activities a mere formality. In other places, the purpose and significance of "Three Goes to the Countryside" have not been clearly understood, and it is treated as a temporary task to be dealt with perfunctorily; some are even keen on putting on a show and creating a spectacle without doing any practical work, bringing no benefit at all to rural development. What is worse, due to weak organization and supervision, some lawless groups and individuals also use the banner of "Three Goes to the Countryside" to peddle fake medicines, fake seeds and fake chemical fertilizers to farmers, distribute false get-rich information, deceive and harm the farming population, and extract illegal profits.
If the "Three Goes to the Countryside" activity is to achieve solid results, full preparations must be made before it is launched, and the "three preventions" must be done well:
First, prevent going to the countryside from becoming a formality. Before carrying out the "Three Goes to the Countryside" activity, the guiding ideology for going to the grassroots must be corrected, the planning for going to the grassroots must be strengthened, all tasks must be carefully reviewed, it must be understood what the weak links in the region and unit are, what problems may be solved through "Three Goes to the Countryside," and how to make the effects of "Three Goes to the Countryside" more lasting and effective. Only in this way can the "Three Goes to the Countryside" activity be targeted and more pertinent.
Second, prevent going to the countryside from becoming frightening the countryside. It is necessary to overcome the superficial work style of "circling around the highway and looking through the glass," and go solidly to villages to investigate the real situation, get a true picture, do practical things and develop real businesses, not letting go until problems are solved. At the same time, a system of tracking and assessing effectiveness for village-based assignments must be established, rewarding the good and punishing the poor, so that those who are keen on lively formalities and superficial articles have no market.
Third, prevent fake goods from also going to the countryside. "Three Goes to the Countryside" must proceed from the needs of rural construction and development, the needs of agricultural production, and the current needs of farmers, truly enabling the farming population, in the limited time available, to improve their cultural literacy, learn practical agricultural science and technology, and obtain affordable health care. To this end, relevant departments and units must strengthen supervision, severely crack down on lawless elements, protect the lawful interests of the farming population, and make the "Three Goes to the Countryside" activity satisfactory to the grassroots and pleasing to farmers, so that it plays its role in guiding rural production and life and promoting the building of a new socialist countryside.
