Spring plowing and preparation are in full swing, so guard against fake and inferior agricultural inputs before it is too late
The whole year's work depends on a good start in spring. For the supervision of seed production bases, this saying could not be more true.
To regulate the order of seed production, the most critical thing is to grasp the source. Spring sowing and autumn harvest, seeds mature, as long as violations of laws and regulations are stopped outside the base gates in spring, the order of seed production will be guaranteed, and the supervision of seed production bases will achieve twice the result with half the effort.
If fake seeds are not blocked from entering the base at the source in spring, then when autumn comes and the ears are full, regulators often find themselves caught in a dilemma between seed production order and farmers' interests.
To make an effort in spring, it is necessary to link enterprise credibility with area when implementing seed enterprise production bases. Especially for national-level seed production bases, the resource advantage suitable for seed production is the most precious. Only by tilting these resources toward law-abiding enterprises, allowing credible seed enterprises to produce seeds on a larger area, and preventing law-breaking enterprises from producing seeds, can the bases be fundamentally well supervised.
In many major seed production cities and counties, supervisory personnel have not spared efforts or ideas, but the seed production order still leaves much to be desired. A very important reason is that enterprises that violate rules and laws, after receiving penalties, either directly or in disguised form, reappear in the next year's seed production bases.
At present, Zhangye City in Gansu Province is exploring the implementation of a seed production area credit mechanism, setting no upper limit on area for the most credible enterprises, and resolutely not opening the base gates to enterprises that violate laws and regulations. It can be said that this has grasped the key to supervising seed production bases.
