Cultivating new-type professional farmers is an inevitable requirement for developing modern agriculture
"To accelerate the development of modern agriculture, we must accelerate the standardization, large-scale operation, specialization and organization of agricultural production. But young and middle-aged laborers in rural areas now basically all go to the cities to work, and professional and technical talent is even more scarce. This has become the bottleneck in developing modern agriculture." Xu Lei, a member of the Chinese People's Political Consultative Conference who recently attended the third session of the 11th Liaoning Provincial Committee, called for great attention to the issue of cultivating new-type professional farmers.
Xu Lei, a member who comes from the front line of agricultural production, said that some young people in rural areas get into high school or university and go to the city to study, and after graduation they find work in the city; some young people have a certain level of education, or have a specialized skill, and also go to the city to seek a place... Those left behind are basically farmers over 50 years old and left-behind women and children, and the aging of the main farming workforce is becoming more and more prominent. He said that in recent years, agriculture has developed from scattered small households toward intensive operation by large growers, and has transformed from traditional agriculture to modern agriculture. A large amount of advanced agricultural science and technology and agricultural facilities and equipment have been promoted and spread in rural areas, but the existing professional and technical personnel and socialized service system in rural areas are far from meeting the needs of modern agricultural development.
Xu Lei suggested giving play to the role of existing training resources of all kinds and building a diversified professional farmer training system supported by the government and oriented to the market; and formulating encouraging and rewarding policies to commend units and individuals that make outstanding contributions to cultivating new-type professional farmers.
