Deepening Rural Reform: The Ministry of Agriculture Deploys This Year's Work
This website reports On the morning of February 12, Minister of Agriculture Han Changfu chaired a plenary meeting of the Ministry of Agriculture Leading Group for Deepening Rural Reform, to deeply study the spirit of General Secretary Xi Jinping's important speech at the meeting of the Central Leading Group for Comprehensively Deepening Reform, summarize the Ministry of Agriculture's work on deepening rural reform in 2014, and study and deploy the work for 2015.
Han Changfu pointed out that in 2014, rural reform continued to advance, powerfully promoting an “eleventh consecutive increase” in grain production and an “eleventh consecutive year of rapid growth” in farmers' incomes. 2015 is a crucial year for comprehensively deepening reform, and also the opening year for comprehensively advancing the rule of law. The Ministry of Agriculture must conscientiously study and deeply grasp the spirit of General Secretary Xi Jinping's important speech, carefully organize and carry out the reform work assigned by division of responsibilities, adhere to a problem-oriented approach, formulate scientific plans, strive to improve the quality of reform, ensure that reform tasks are implemented in place, and effectively enhance the vitality of agricultural and rural economic development.
Han Changfu emphasized that, in accordance with the tasks and requirements set by the central authorities, it is necessary to uphold and improve the basic rural management system, improve the agricultural support and protection system, advance reform of the agricultural ecological civilization system, improve the mechanisms for agricultural science and technology innovation and extension, deepen reform of the agricultural reclamation system, strengthen guidance for pilot experiments in rural reform, and promote the alignment of rural reform with agricultural rule of law. Relevant task units must strengthen organizational leadership over reform work and truly shoulder the responsibility for seeing reform through to implementation. It is necessary to promptly deploy and advance all reform tasks, further clarify work thinking and implementation steps, and clearly propose timetables and verifiable forms of results. Leading tasks require overall coordination, while supporting tasks require active participation, timely communication and consultation, and the formation of joint work forces. It is necessary to carry out in-depth investigation and research, focus on prominent problems and practical difficulties, take the initiative to understand opinions and suggestions from all sides, work hard to discover beneficial explorations at the grassroots level, and strive to find ways to solve problems, so that reform plans can be down-to-earth, build confidence, and gather synergy. It is necessary to carry out supervision of implementation, so that wherever reform advances, supervision of implementation follows, ensuring that all reforms achieve truly tangible results.
