The Several Opinions of the Central Committee of the Communist Party of China and the State Council on Increasing the Intensity of Reform and Innovation and Accelerating the Construction of Agricultural Modernization was recently issued. This is the 12th consecutive year that the No. 1 Central Document has focused on the "three rural" issues. It states: increase support for the construction of standardized large-scale breeding farms (communities) for pigs, dairy cows, beef cattle, and mutton sheep, implement the livestock and poultry improved breed project, accelerate the advancement of large-scale, intensive, and standardized livestock and poultry breeding, enhance the competitiveness of the animal husbandry industry, and improve animal disease prevention and control policies.

When facing the new normal of animal husbandry development, how to improve the comprehensive production capacity of animal husbandry, how to accelerate the transformation and upgrading of traditional animal husbandry into modern animal husbandry, and how to embark on a path of sustainable development that gives equal weight to quantity, quality, and efficiency, we must advance large-scale, intensive, and standardized livestock and poultry breeding and enhance the competitiveness of the animal husbandry industry. This is the inevitable choice for maintaining the healthy development of the animal husbandry economy.

Standing at the starting point of the key year for comprehensively deepening reform under the new normal, facing the new normal, we must rely on reform for impetus and also rely on innovation to increase vitality, reflecting the requirements of the times, so as to maintain the sustained and healthy development of animal husbandry.

Increasing support for the construction of standardized large-scale breeding farms (communities) for pigs, dairy cows, beef cattle, and mutton sheep, and advancing large-scale, intensive, and standardized livestock and poultry breeding, require both top-level institutional design and a firm belief in letting the market play a decisive role in resource allocation. The government should strengthen its efforts to make the construction of standardized large-scale breeding farms (communities) a key task in developing animal husbandry. From increasing support for the construction of standardized large-scale breeding farms (communities), strengthening planning guidance, advancing large-scale, intensive, and standardized livestock and poultry breeding and policy support, establishing a long-term mechanism that is market-oriented, with enterprises as the main body and farmers actively participating, protecting the ecological environment and the interests of future generations, and creating a fair and just competitive environment, and in many other aspects, it should play a better role.

It is necessary to improve animal disease prevention and control policies and earnestly implement comprehensive measures for animal disease prevention and control, focusing on concentrated immunization in spring and autumn and year-round immunization. For standardized large-scale breeding farms (communities), attention should be paid to scientific procedural immunization; for free-range households, attention should be paid to ensuring that all required vaccinations are given in accordance with regulations; gradually raise the veterinary practice level of standardized large-scale breeding farms (communities); strengthen the practice standards for veterinarians at standardized large-scale livestock and poultry breeding farms; promote the implementation of scientific assessment of immunization effects; and promptly discover and solve new situations and new problems emerging in the prevention and control of major animal diseases.

In short, guide breeding owners to gradually break away from traditional concepts in the construction and management of standardized large-scale breeding farms (communities) and raise awareness of standardized large-scale breeding, so that only then can it be achieved.
