“In 2014, the main business revenue of enterprises above designated size in China's agricultural product processing industry reached 18.5 trillion yuan, with an average annual growth rate exceeding 20% for 11 consecutive years, and China's agricultural product processing industry entered a stage of rapid growth.” Dai Xiaofeng, director of the Institute of Agricultural Product Processing of the Chinese Academy of Agricultural Sciences, told reporters at the founding conference of the Agricultural Product Processing Branch of the China Quality Agricultural Product Development and Service Association held on March 2.

At present, China's agricultural product processing industry is shifting from a stage of rapid growth to a stage of quality improvement. “But compared with developed countries, we still have a big gap. In the United States, more than 80% of agricultural products are marketed after processing, and the value added to agricultural products reaches more than 5 times. Moreover, the production scale is large, the degree of intensification is high, and the output efficiency is high.” Dai Xiaofeng introduced, “China's agricultural product processing industry urgently needs to transform its development mode, improve its capacity for independent innovation, and achieve sustained and healthy development.”

⟦NL> In this regard, Yu Xinrong, Executive Vice Minister of Agriculture, believes that the development of China's agricultural product processing industry is at a critical period of reform, innovation, transformation and upgrading, and faces a series of major opportunities.

In recent years, the No. 1 Central Document has proposed vigorously developing the agricultural product processing industry, central government financial support has been continuously strengthened, and financial institutions have actively alleviated financing difficulties, all of which have played a positive role in promoting the development of the agricultural product processing industry. Industrialization and informatization have promoted the integration, intelligentization and high-end development of agricultural product processing equipment; urbanization has provided a good carrier for the division of labor and cooperation of agricultural product processing enterprises, agricultural modernization has provided a good opportunity for the agricultural product processing industry to win greater attention and support, and the integration of urban and rural development has created favorable conditions for the agricultural product processing industry to enjoy convenient services on an equal basis.

In addition, China is in the middle stage of industrialization, with an urbanization rate of 54.77%, a per capita GDP of about 7,485 US dollars, and 20 million to 30 million rural people entering cities and towns each year. The consumption of processed products has risen substantially, which has also provided huge internal impetus for the development of the agricultural product processing industry.

Regarding the future development of China's agricultural product processing industry, Yu Xinrong believes that fiscal subsidies and grants should be taken as the guide, tax reductions and exemptions as the lever, and financial support as the main body, using fiscal funds to leverage and guide financial and social capital to support the development of the agricultural product processing industry.

At the same time, it is necessary to promote communication, connection and interaction in the agricultural product processing research and development system, carry out scientific research guided by major common technical facility and equipment problems that constrain the development of the industry, accelerate the demonstration and promotion of mature technical facilities and equipment, select key production areas to establish technology demonstration bases, and explore new promotion models.

“Cultivate scientific and technological innovation talent, highlight the strengthening of leading talent and innovation team building, take scientific research projects as the guide, and promote talent growth by producing more results. Strengthen the building of vocational skills talent teams, rely on resources such as the Sunshine Project and vocational skills training, actively carry out actions to enrich rural youth through entrepreneurship, and accelerate the cultivation of a group of highly skilled production experts and skilled talent.” Yu Xinrong told reporters.
