China's total grain output has achieved "eleven consecutive years of growth," but food security still cannot be ignored. Zong Qinghou, a deputy to the National People's Congress and chairman and general manager of Hangzhou Wahaha Group Co., Ltd., said that the landed price of many foreign agricultural products is lower than the selling price of domestic farmers, and suggested that relevant departments guard against the impact of international bulk agricultural products to ensure the security of China's agricultural product market.

Zong Qinghou said that at present some agriculturally developed countries are exporting large quantities of bulk agricultural products to China, and the landed price of many agricultural products is even lower than the selling price of domestic farmers, causing a relatively large impact on the domestic market and affecting the healthy development of China's related agricultural product markets. If this continues over the long term, it may cause China's primary industry to be controlled by others.

Zong Qinghou suggested that relevant agricultural authorities should scientifically and precisely analyze the output and domestic supply and demand of bulk agricultural products of strategic significance to the national economy and people's livelihood, such as rice, wheat, corn and soybeans, and adhere to the development principle of "relying mainly on ourselves." For bulk agricultural products that we can guarantee production of ourselves and that must be supplied by ourselves from the perspective of national security, we should make full use of international trade rules to restrict imports and vigorously crack down on smuggling.

Zong Qinghou also suggested that the demand for domestic agricultural products and the amount planted should match, guiding farmers to plant scientifically to improve yield and quality, steadily raising the prices of agricultural products, so that farmers can truly increase their incomes and become prosperous through agricultural production and are willing to continue engaging in agricultural work, thereby ensuring the long-term healthy development of China's agriculture.

It is understood that at the end of 2013 the Central Rural Work Conference proposed the national food security strategy of "relying mainly on ourselves, basing ourselves on the domestic market, ensuring production capacity, moderate imports, and support by science and technology." Data from the National Bureau of Statistics show that in 2014 the national total grain output reached 607 million tons, an increase of 5.16 million tons over 2013, or 0.9 percent. According to the "Outline for the Development of Food and Nutrition in China," by 2020 China's grain output must be ensured to remain stable at more than 550 million tons.
