How to establish a long-term mechanism for the management of rural "three assets"
At present, rural reform and development has entered a new historical period. Deyang City, Sichuan Province, as one of the birthplaces of rural reform in China, what pioneering explorations and practices does it have? "Guided by the effective, full and efficient utilization of rural factors, and taking increasing farmers' income as the starting point and ultimate goal, we will explore new and effective forms for restoring rights and empowering rural property rights and increasing farmers' income, and strive to achieve new breakthroughs in the reform of the rural property rights system, the cultivation of new agricultural business entities, the building of happy and beautiful new villages, and the construction of the agricultural support and protection system." On March 5, Chen Xinyou, a deputy to the National People's Congress and mayor of Deyang City, told reporters that the municipal party committee and municipal government, in accordance with the province's requirements of "taking the lead in five aspects," and in light of Deyang's actual conditions, formulated and issued the "Work Plan for the Reform of the Agricultural and Rural System" in 2014, established a reform work "ledger," and set progress arrangements and outcome requirements for each of the 28 reform tasks, making a comprehensive deployment for rural reform in the current and coming period.
Chen Xinyou pointed out that at the beginning of the reform, the Jinyu Commune in Guanghan, Deyang, took the lead nationwide in implementing "contracting output to the group," becoming a pioneering exploration of the household contract responsibility system. Now, while adhering to the household contract responsibility system, Deyang will deepen the reform of the rural property rights system and the reform of the rural land use system, laying a solid foundation for a new round of adjustment of production relations, and has formulated a specific timetable and task list. By 2015, it will fully complete the confirmation, registration and certification of rural land contractual management rights, establish city-, county- and township-level land transfer service centers and an information-based management system, establish a tangible land transfer market, and promote new forms of land transfer such as land entrusted agency, land share cooperation, land trust, and joint farming and joint planting of land.
As an important part of the reform of the rural collective asset property rights system, since 2012, Deyang City has begun to carry out reform of rural collective "three assets" management in some townships. At present, the collective "three assets" information-based supervision platform systems of all 6 counties (cities, districts) in the city have been fully completed, and the municipal-level "three assets" disclosure platform has been officially launched and put into operation, expanding the scope of supervision from simple rural financial management to all-round management of rural collective funds, assets and resources, and establishing a long-term mechanism for rural collective "three assets" management.
"After the supervision platform was completed, farmers and the masses can not only learn about relevant national policies benefiting farmers and major village affairs through the village affairs disclosure column, but also conveniently and quickly inquire about all relevant information on the collective 'three assets' of their village and group through the township convenience service hall, effectively placing all village affairs reform matters under the supervision of the broad masses." Chen Xinyou said that in the field of land use system reform, Deyang proposed the reform task of improving the rural homestead system. Through linked projects, land consolidation projects, etc., small, non-contiguous construction land indicators in cultivated land are transferred to the periphery of cities, and new urbanization areas are established around cities. At the same time, it will build concentrated and contiguous high-standard basic farmland demonstration areas, explore a mechanism for paid withdrawal from homesteads, and complete research on the homestead management system and carry out pilot work in 2015.
In response to current hot issues in rural areas such as "who will farm the land" and "how to farm the land," Deyang has clarified reform pilot work such as adjusting the direct subsidy policy for grain farmers and cultivating new-type professional farmers, encouraged farmers to contribute rural property rights such as land contractual management rights as discounted shares, establish asset management companies or new-type share cooperatives, and support new agricultural business entities in carrying out socialized services such as cooperative, order-based and trusteeship-based services.
