On March 6, the Ministry of Agriculture held a national video conference on spring major animal disease prevention and control, to deeply analyze the current prevention and control situation and arrange and deploy spring major animal disease prevention and control work. Vice Minister of Agriculture Yu Kangzhen emphasized at the meeting that it is necessary to highlight key points, solidly carry out all spring disease prevention work, and strive to ensure that no regional major animal epidemic and no major animal-origin food quality and safety incident occurs.

Yu Kangzhen pointed out that doing a good job in major animal disease prevention and control concerns the effective supply of livestock products and the sustained increase of farmers' incomes. This year, the epidemic situation of animal diseases is becoming increasingly complex, and uncertainty factors from outside are increasing. The traditional production and lifestyle have not yet undergone fundamental change, and this remains an important factor restricting animal disease prevention and control. In some areas, there are still weak links in prevention and control work, the epidemic situation is more severe, and the task of prevention and control is more arduous.

Yu Kangzhen emphasized that this year's spring disease prevention must focus on the following tasks: First, highlight basic immunization. Continue compulsory immunization against highly pathogenic avian influenza, foot-and-mouth disease, highly pathogenic porcine reproductive and respiratory syndrome, and swine fever. Implement a zoned immunization policy for peste des petits ruminants. On March 6, fully launch spring concentrated immunization work, and strive to complete it by early May. Second, highlight monitoring and early warning. According to the national monitoring plan, carry out monitoring around priority diseases for prevention and control such as foot-and-mouth disease, avian influenza, and brucellosis, and improve the pertinence and initiative of monitoring. Third, highlight supervision and law enforcement. Further strengthen the supervision of the transport of live livestock and poultry, establish and improve an animal health risk assessment mechanism, and take monitoring and risk analysis results as an important basis for the transport of livestock products. Implement quarantine strictly in accordance with slaughter quarantine procedures. Comprehensively improve the informatization level of veterinary health supervision and management. Fourth, highlight border epidemic prevention. Adhere to "internal prevention and external blocking," and strive to build a defense barrier in border areas. Promote the construction of disease-free zones and biosafety isolation zones, actively support pilot cooperation on cross-border animal disease prevention and control, and resolutely prevent the introduction of external epidemics. Fifth, highlight doing a good job in all emergency preparations. Further improve plans, make emergency preparations, strictly implement the 24-hour emergency duty and leadership duty system, and ensure smooth information flow. Sixth, make overall arrangements for the prevention and control of key zoonoses such as brucellosis and common and frequently occurring diseases such as pig diarrhea, strengthen comprehensive epidemic prevention management, and improve the biosafety level of farms. At the same time, it is also necessary to effectively carry out the prevention and control of H7N9 influenza and peste des petits ruminants.

Yu Kangzhen emphasized that all localities should innovate ideas and, while effectively carrying out spring disease prevention work, focus on doing several other key tasks well: First, comprehensively promote law-based administration in the veterinary field, use legal thinking and means, actively and steadily advance veterinary legal system construction, and standardize administrative law enforcement behavior. Second, comprehensively strengthen the management of livestock and poultry slaughtering, deeply advance the adjustment of slaughter supervision responsibilities, comprehensively carry out special rectification, and effectively ensure the quality and safety of meat sold on the market. Third, comprehensively carry out veterinary drug supervision and management, continue to carry out special rectification activities for the operation and use of veterinary antibacterial drugs and standardization actions for veterinary drug product labels and instructions, comprehensively address veterinary drug residue problems, and improve the level of animal-origin food safety.
