“In the 13th Five-Year Plan”, the urbanization construction of the country's 800 major grain-producing counties should be included as a priority in the national urbanization development strategy. In the future, China will still have about 200 million rural laborers to transfer. Accelerating the urbanization construction of major grain-producing counties and advancing the continuous development of the primary, secondary and tertiary industries will help channel the future transfer of laborers and prevent laborers from leaving their hometowns far behind and blindly flooding into large cities, which would create fiscal pressure and difficulties in social management.

Those towns in major grain-producing counties that currently have only about 100,000 people should be developed over 20 to 30 years into medium-sized cities with more than 300,000 people that have the capacity to radiate and drive development in rural areas. It is essential to face the future, give priority to integrated urban-rural planning, and most importantly, persist in reform, innovation and development. Using market means to allocate resources, raising funds, and persisting without changing course because of the replacement of leading officials, with solid work as the fundamental guarantee. Since they are to be included as a priority in the national urbanization development strategy, increasing government investment is necessary. Substantial financial support should mainly rely on formulating preferential policies to attract industrial and commercial enterprises with strength, foresight and potential for sustainable development to participate in urbanization construction. Change the traditional model of urbanization construction, emancipate the mind, and dare to launch a large number of public facilities and construction projects with a public nature, implementing the principle that whoever invests, builds, manages and benefits, so that enterprises can see that there is a business to create and a profit to be made.
