In recent years, China's rural informatization efforts have achieved certain results, but many problems and difficulties remain, mainly reflected in unbalanced development and a lack of grassroots informatization professionals. On the 14th, Lin Shuiqi, a deputy to the National People's Congress and chairman of Guangdong Jinling Sugar Industry Group Co., Ltd., said this in an interview with reporters.

Lin Shuiqi said that the 2015 No. 1 Central Document clearly proposed to “continue to comprehensively deepen rural reform, comprehensively advance the rule of law in rural areas, and promote the synchronous development of new industrialization, informatization, urbanization, and agricultural modernization,” and to “establish a whole-process traceable, interconnected and shared platform for information on the quality and safety of agricultural products,” using informatization tools to organize and carry out agricultural production and operation and medical and health services, and to advance bringing information into villages and households.

⟦NL> This has placed higher demands on agricultural informatization development. At present, rural informatization efforts mainly face four major problems: first, information applications with agriculture-related characteristics need to be further strengthened and deepened; second, unbalanced regional economic development leads to unbalanced informatization development; third, the informatization awareness of farmers and some grassroots leaders is not compatible with the effective provision of agricultural information services; fourth, there is a lack of grassroots informatization professionals.

Therefore, it is suggested that the relevant national departments: accelerate the advancement of informatization infrastructure construction. Promote broadband networks into townships and villages, and rural information networks into households and to individuals, provide information service means such as digital television, broadband internet access, mobile 3G, online government services, and transparent government affairs, and focus on solving the “last kilometer” problem of bringing information into villages and households; improve the informatization capacity of rural public services and raise the level of agricultural operation informatization. Rapidly advance the informatization of agriculture-related enterprises, farmers' professional cooperatives, and family farms; further improve the comprehensive rural information service system. Further improve the four-level comprehensive rural information service system at the city, county, township, and village levels; increase policy and funding support. Governments at all levels should include informatization development in important livelihood projects, strongly support rural informatization construction, and at the same time the central government should increase policy and funding support for lagging regions, actively explore operating models for rural informatization development, ensure the sustained and sound development of rural informatization, and promote the sound and rapid development of the rural economy.
