How to Advance Information Services for Agriculture, Rural Areas and Farmers and the Building of the Agricultural Internet of Things
The Hubei Province 12316 Comprehensive Information Service for Agriculture, Rural Areas and Farmers Theme Day and the Agricultural Internet of Things Advancement Work Meeting was held in Dangyang, where Jiao Taiwan, Deputy Director of the Provincial Department of Agriculture, put forward three points of view.
1. Seize the opportunity and ride the momentum to advance the rapid demonstration and application of the agricultural Internet of Things
In recent years, agricultural information technology built on the agricultural Internet of Things has shown an unprecedented good momentum, and government departments, research institutes and enterprises all face unprecedented opportunities and challenges. At present, it appears that many places across the province have adapted to local conditions and launched demonstration applications of the Internet of Things, and the situation should be described as good and worthy of recognition. But judging from the overall development trend across the country, our province still lags considerably behind, and there is an urgent need to plan from a high starting point and strive to catch up.
What defines modern agriculture is becoming ever clearer through consensus: there must be modern agricultural equipment, and the agricultural Internet of Things has already become indispensable. The agricultural Internet of Things plays an irreplaceable leading role in five aspects: fine-grained monitoring and scheduling of agricultural resources, monitoring and management of the agricultural ecological environment, fine-grained management of agricultural production processes, traceability of agricultural product quality, and agricultural product logistics.
Using the demonstration and application of agricultural Internet of Things technology to advance the integrated development of agricultural informatization and modernization has successful examples in many places. The most urgent task at present is to conform to the laws and characteristics of the development of the agricultural Internet of Things, firmly grasp the development trend of modern agriculture, accelerate demonstration and application, and increase breakthrough innovation. Adhere to “application as the priority”, rely on leading enterprises, cooperatives and other new agricultural business entities, and strengthen the agricultural Internet of Things industry chain. Give full play to the strength of research institutes and carry out research on the agricultural Internet of Things. Build agricultural Internet of Things demonstration projects to drive the overall development of the agricultural Internet of Things.
2. Innovate models and go all out to build the 12316 agricultural service brand
Looking at the progress of 12316 service hotline construction in various places overall, there has been progress in the work but it is very uneven, and there is great room for extending and expanding services.
Since the 18th National Congress, as the strategic decision of synchronizing the four modernizations has continued to advance, newer and higher requirements have been put forward for market information and especially agricultural information service work, and the service functions of 12316 are constantly being extended. New requirements have been put forward for comrades engaged in market information work.
Various places should also adapt to local conditions, expand the 12316 information service functions, promote the extension of the virtual platform to prefectures, counties and villages, stay as close to farmers as possible, make the greatest possible overall use of the service resources of grassroots agricultural service institutions and production and operation entities, and gradually build a platform system with shared technical architecture, shared resources and coordinated operations, providing a channel for the collection and distribution of agricultural big data and the convergence of high-quality service resources.
3. Strengthen leadership and escort the rapid development of agricultural informatization
The agricultural Internet of Things and 12316 services are the two current priorities in the development of agricultural informatization in our province. Service work involves a wide range of areas, and the issues of resource integration and sharing are prominent. In order to reduce duplicated investment, top-level design and unified planning must be carried out.
The agricultural Internet of Things and 12316 both have the characteristics of a weak foundation, large one-time investment, wide benefits and strong public welfare. Under the current circumstances of low agricultural output efficiency, relatively low farmer income levels and still imperfect market-oriented operation of agricultural informatization, effective policy support is needed.
People are the key to agricultural informatization construction. Various places generally face the problem of a shortage of agricultural informatization professionals, which must be given great attention. Work efforts must be increased to absorb and introduce a group of personnel who have agricultural knowledge, understand the laws of the agricultural economy and are familiar with informatization application technology to strengthen the agricultural talent team.
