How to advance the coordinated development of regional modern agriculture
On March 14, the Beijing-Tianjin-Hebei Modern Agriculture Coordinated Development Symposium was held in Beijing. At the meeting, the Beijing Municipal Rural Work Committee, the Tianjin Municipal Rural Work Committee, and the Hebei Provincial Department of Agriculture signed the "Framework Agreement on Advancing the Coordinated Development of Modern Agriculture" in Beijing, aiming to advance the coordinated development of regional modern agriculture.
To thoroughly implement the national strategy for the coordinated development of Beijing-Tianjin-Hebei, the three places signed the agreement in accordance with the principles of “complementary advantages, resource sharing, mutual benefit, and common development,” aiming to give play to each party's advantages, jointly advance the rapid development of modern agriculture in the three places, and further improve the quality and safety level of agricultural products in the three places and the ability to guarantee the market supply of agricultural products in large and medium-sized cities.
According to the framework agreement, Beijing, Tianjin, and Hebei will highlight the agricultural function positioning of large cities, jointly explore multiple forms of realizing urban agriculture, and focus on exchanges and cooperation in seed agriculture, exhibition agriculture, sightseeing and leisure agriculture, and gully economy, among other aspects, to jointly develop the production, living, and ecological functions of agriculture.
At the same time, the three places will give play to each party's comparative advantages, carry out exchanges and cooperation in advancing agricultural modernization and agriculture “going global,” and focus on scientific research cooperation in the promotion of new agricultural technologies, new varieties, and new facilities, joint prevention and control of animal and plant diseases, and the development of water-saving agriculture, circular agriculture, and low-carbon agriculture. They will also actively build cooperation platforms, guide agricultural enterprises to “go global,” develop both international and domestic markets, and utilize both international and domestic resources.
In addition, centering on the consumption market characteristics of mega-cities, the three places will actively advance cooperation in the matching of agricultural product production and sales. To adapt to the needs of the three provinces and municipalities for the “vegetable basket,” “rice bag,” and “fruit plate,” they will strengthen the construction of agricultural product production and processing bases and the market circulation system, advance farm-to-wholesale-market matching, farm-to-supermarket matching, and farm-to-community matching, promote the branding of agricultural products, and safeguard the quality and safety of agricultural products.
⟦NL> At the symposium, after full consultation, the three departments determined that the key points of Beijing-Tianjin cooperation are to strengthen exchanges and cooperation in agricultural science and technology, strengthen international agricultural economic and trade cooperation, strengthen the construction of modern urban agriculture, strengthen cooperation in the production and sales of agricultural products, strengthen supervision of the quality and safety of agricultural products, and strengthen the coordinated development of agriculture and rural work; the key points of Tianjin-Hebei cooperation are: strengthen the construction of agricultural product production bases around Tianjin, strengthen cooperation among leading enterprises in agricultural industrialization, advance the matching of agricultural product production and sales, strengthen cooperation in agricultural scientific and technological innovation, strengthen supervision of the quality and safety of agricultural products, carry out joint prevention and collaboration in animal disease prevention and control, strengthen cooperation in the agricultural seed industry, and establish a leisure agriculture cooperation alliance.
