Spring plowing and spring sowing in full swing: meteorological departments provide sound meteorological services
In the balmy month of March, as the weather warms up, areas north and south of the Yangtze River have entered the spring plowing and spring sowing period, and the China Meteorological Administration has launched nationwide meteorological services for spring plowing and spring sowing. From March 3 to April 30, the National Meteorological Center will issue the "National Spring Plowing and Spring Sowing Meteorological Service Special Bulletin" every Tuesday, and will increase the frequency of issuance when major disastrous weather occurs. Meteorological departments in various localities are actively deploying effective measures to make every effort to provide sound meteorological services for spring plowing and spring sowing, escorting agricultural production.
Gansu: Meteorological services boost spring plowing and spring sowing production
China Meteorological News correspondents Yuan Haiyan and Liu Wenjing report: Recently, the Gansu Provincial Meteorological Bureau issued requirements for the province's spring plowing and spring sowing meteorological services, and in late February to early March organized agrometeorological service personnel to carry out maintenance and support work on automatic soil moisture meters across the province. At the same time, it organized meteorological departments in various localities to carry out this year's first soil moisture survey, produced and issued special service materials such as the "Analysis of Meteorological Conditions for Spring Plowing and Spring Sowing in Gansu Province in 2015," providing a decision-making basis for governments at all levels, relevant departments and farmers to arrange spring plowing and spring sowing production.
Since the launch of the province's spring plowing and spring sowing meteorological services on March 1, as of now, 2 issues of provincial-level spring plowing and spring sowing meteorological service materials and 24 issues of municipal (prefecture)-level spring plowing and spring sowing meteorological service materials have been issued.
Shaanxi: Comprehensive deployment of spring plowing and spring sowing meteorological services
China Meteorological News correspondent Gao Maosheng reports: Recently, the Shaanxi Provincial Meteorological Bureau made arrangements and formulated the "2015 Spring Sowing Meteorological Service Plan of the Shaanxi Provincial Meteorological Bureau," deploying and arranging spring sowing meteorological services at the provincial, municipal and county levels, clarifying the division of tasks and improving the service process.
The Shaanxi Provincial Meteorological Bureau put forward clear requirements for spring plowing and spring sowing meteorological services: First, strengthen spring disastrous weather forecasting and soil moisture monitoring and analysis, promptly carry out impact assessments of various adverse weather on spring plowing, spring sowing and spring management, and provide timely and scientific basis for government decision-making; second, promptly provide various meteorological information to local governments and relevant departments, fully cooperate with agricultural production needs, and do a good job in forecasting precipitation, temperature and the optimal sowing period during spring sowing; third, strengthen cooperation with agricultural departments, understand the latest information on spring plowing and spring sowing progress, and ensure that meteorological services are scientific and effective.
Xinjiang: Understanding farmers' needs and staying grounded to support spring plowing and spring sowing
China Meteorological News reporter Pan Jipeng reports: On the afternoon of March 9, the Meteorological Bureau of the Xinjiang Uygur Autonomous Region held a 2015 teleconference to mobilize spring meteorological services for meteorological departments across Xinjiang, requiring further analysis and assessment of the situation and main tasks facing this spring's meteorological services, achieving early mobilization, early preparation and early launch of spring meteorological services, and ensuring that work such as meteorological disaster prevention and spring plowing and spring sowing meteorological services is carried out effectively.
In response to the notably early start of spring in southern Xinjiang this year, meteorological departments actively followed up and, according to weather trends and the different needs of agricultural and livestock production in various localities, carried out targeted meteorological services in advance. As early as February 21, the autonomous region's agrometeorological station issued the "Forecast of Suitable Sowing Period for Spring Wheat in Southern Xinjiang," and carried out the compilation and issuance of the serialized "Xinjiang Spring Plowing and Spring Sowing Meteorological Service Special Bulletin," dispatching agrometeorological experts to meteorological “three rural” pilot counties to carry out operational guidance and joint investigation and consultation on agricultural and disaster conditions, and producing and issuing targeted agrometeorological service materials according to different needs. At present, meteorological departments at all levels in Xinjiang have overhauled and maintained various types of equipment, and have established meteorological disaster early warning linkage and disaster joint defense cooperation mechanisms with water conservancy, agriculture and other departments, holding joint consultations for the specific weather conditions under which spring floods occur, analyzing and assessing weather trends, and making every effort to provide monitoring and early warning services for snowmelt floods and derivative geological disasters.
Hebei: Multi-department joint consultation to serve spring plowing production
China Meteorological News correspondents Xing Wenfa, Zhang Na and Lü Yan report: At present, winter wheat in Hebei Province is gradually entering the greening stage from south to north, and spring plowing production is about to unfold in full. Recently, leaders and experts from the Hebei Provincial Meteorological Bureau, the Provincial Flood Control and Drought Relief Headquarters Office, and the Provincial Department of Agriculture jointly held a joint consultation meeting on drought conditions and precipitation trends. Meteorological department experts introduced the weather and climate characteristics of Hebei Province since last year, this spring's precipitation trends and drought predictions, and put forward agricultural production suggestions for this spring such as combating spring drought, promoting spring management and ensuring spring sowing. Experts from the Provincial Flood Control Office and the Provincial Department of Agriculture introduced the current soil moisture conditions across the province, crop greening conditions, spring sowing production conditions, and surface water and reservoir storage conditions. Experts from various departments held serious discussions on the impact of this spring's precipitation on drought trends, spring production and drought relief work.
Ningxia: Autonomous region government requires strengthening spring plowing production work
China Meteorological News reporter Liu Jianqiu and correspondents Yang Jing and Kang Yanli report: Recently, the government of the Ningxia Hui Autonomous Region held a consultation meeting on spring plowing production at the regional meteorological bureau, where participating units conducted in-depth analysis of the favorable and unfavorable aspects of this year's “warm winter” situation and put forward countermeasures and suggestions.
The autonomous region meteorological bureau gave an introduction on the region's climate characteristics since last December, recent weather forecasts and predictions of February-March climate and the first soaking rain, the impact of the warm winter on agricultural production, the current soil moisture in irrigation districts, the central arid zone and the southern mountainous areas, and the 2015 spring sowing period forecast and agricultural outlook. The meeting put forward four requirements for spring sowing production work: First, joint consultations should be held once every half month as required by autonomous region leaders, to carry out accurate and detailed spring sowing period forecasting and services; second, meteorological departments should provide weather forecasts and various meteorological service products as early and accurately as possible, carry out meteorological service work in a timely manner, and agricultural and livestock, forestry and water conservancy departments should strengthen the adjustment of the planting structure; third, agricultural and livestock and forestry departments should seize favorable opportunities to carry out sowing and other farming activities; fourth, various effective measures should be taken to promptly carry out pest and disease control.
