Grain Bureau Strictly Guards Against Difficulties in Selling Grain, Thoroughly Investigates Acts That Harm Farmers' Interests
Currently, the autumn grain purchasing peak season is underway. The Office of the National Grain Bureau recently issued an emergency notice, requiring intensified inspection and law enforcement efforts to strictly prevent the problem of farmers “having difficulty selling grain&rdquo.
The notice stated that recently, media reports reflected that in individual regions and enterprises, during this year's autumn grain purchasing, there exist problems of farmers “having difficulty selling grain”, with varying degrees of “favoritism grain”, “long queues”, issuing IOUs, downgrading quality and压低 prices, and other difficulties in selling grain, seriously harming the interests of grain-growing farmers, disrupting the grain purchasing order, and causing adverse social impact.
In response, the National Grain Bureau requires that grain administrative departments at all levels increase law enforcement and inspection efforts, severely rectify all kinds of irregular practices and unhealthy tendencies in grain purchasing activities, strictly prevent the problem of farmers “having difficulty selling grain”, and ensure that the state's policies to benefit and enrich farmers are fully implemented.
The National Grain Bureau emphasized that all grain operators must improve the quality of service to grain-selling farmers, strictly implement regulations such as “must purchase openly, purchase at any time, and must not make things difficult for farmers” and “must price according to quality, with high quality at high price, and must not harm farmers&rdquo, so that farmers can sell “transparent grain” and “worry-free grain&rdquo. They must immediately conduct self-examination and self-correction regarding their service to farmers selling grain. If there are acts of buying and selling “favoritism grain&rdquo, disguised downgrading and price suppression, long queues and profiteering by taking advantage of the situation, and other acts harming farmers' interests, they must be thoroughly investigated and severely punished.
The notice requires that grain administrative departments in all localities effectively carry out supervision and inspection of autumn grain purchasing, and immediately conduct comprehensive verification and handling of whether there exist problems such as farmers “having difficulty selling grain” and harming farmers' interests within their jurisdictions. Severely crack down on irregular acts such as “collecting kickbacks by abusing quality inspection authority&rdquo, impose serious punishment on relevant staff, strictly hold responsible the persons in charge of enterprises involved, and publicly expose them to serve as a warning.
