National Grain Regulation and Statistics Work Conference Held in Kunming, Yunnan
From March 18 to 19, 2015, the National Grain Administration held the National Grain Regulation and Statistics Work Conference in Kunming, Yunnan, to implement the spirit of the National Grain Circulation Work Conference, summarize and exchange the grain regulation and statistics work of 2014, study and analyze the new situation and new problems in grain circulation, arrange and deploy the work tasks for 2015, and jointly review and compile the 2014 national grain and oil statistics annual report. Before the meeting, Ren Zhengxiao, Party Secretary and Director of the National Grain Administration, issued important instructions, fully affirming the achievements of the grain regulation and statistics work in 2014 and putting forward clear requirements for this year's work. Lu Jingbo, member of the Party Group and Deputy Director of the Administration, attended the meeting and delivered a speech.
The meeting held that China's economic development has entered a new normal, and new changes are also taking place in the grain supply and demand and market situation. It is necessary to accurately grasp the new tasks and new requirements facing grain circulation, effectively change concepts, actively adapt to the new normal, innovate ideas and methods for grain regulation work, enhance forward-looking, scientific and effective approaches, and provide strong support for safeguarding grain security and market stability.
The meeting stressed that the grain regulation and statistics work in 2015 should take the implementation of the provincial governor responsibility system for grain security as the core, focus on the deployment of the National Grain Circulation Work Conference, highlight the "five simultaneous advances", and strive to enhance the "five capabilities". Persist in advancing both policy-based procurement and market-based procurement to enhance the ability to serve farmers; advance both adjusting sales and freeing up warehouses and emergency support to enhance the ability to supply the grain market; advance both optimizing central reserves and strengthening local reserves to enhance reserve regulation capacity; advance both consolidating the foundation and optimizing innovation to enhance statistical information service capacity; advance both basing on the present and focusing on the long term to enhance the ability for situation analysis and policy research, and strive to push grain regulation and statistics work to a new level.
During the meeting, Vice Governor He Duanqi of the Yunnan Provincial Government met with Deputy Director Lu Jingbo and exchanged views on relevant grain work. Responsible officials of grain bureaus of all provinces, autonomous regions and municipalities directly under the Central Government, regulation division chiefs and statistical personnel, and responsible persons for relevant statistical work of central enterprises attended the meeting. Relevant comrades from the National Development and Reform Commission, the Ministry of Finance and the Agricultural Development Bank of China were invited to attend the meeting. Grain bureaus of 7 provinces including Jiangsu made exchanges of typical experience.
