Four departments join forces to advance rural logistics development and open up the last mile
On the 24th, the reporter learned from the State Post Bureau: the Ministry of Transport recently, together with the Ministry of Agriculture, the All China Federation of Supply and Marketing Cooperatives, and the State Post Bureau, jointly issued the "Several Opinions on Collaboratively Advancing the Healthy Development of Rural Logistics and Accelerating Service to Agricultural Modernization" (referred to as the "Opinions"), in order to comprehensively raise the level of rural logistics in our country and support the development of agricultural modernization.
The "Opinions" require strengthening the planning linkage of rural logistics infrastructure such as transportation, agriculture, supply and marketing, and postal express delivery, and gradually improving a rural logistics infrastructure network system based on rural logistics hub stations and yards, supported by three-level logistics nodes at the county, township, and village levels. In light of the actual needs of each region, build rural comprehensive transport service stations suited to local conditions with functions such as passenger transport services, traffic management, storage of agricultural materials and agricultural products, distribution and delivery of daily necessities, recycling of renewable resources, and express delivery. Improve the comprehensive logistics service functions of township post offices and agricultural materials stations, create rural logistics transshipment nodes that connect upward to counties and downward to villages, and support the transshipment storage and distribution of various rural logistics materials.
The "Opinions" propose continuing to advance the “New Socialist Countryside Modern Circulation Network Construction Project” as well as the construction of postal “three rural” service stations and express delivery outlets. Support postal and express delivery enterprises in extending their business to rural areas, and open up the two-way fast channel for rural logistics “going to the countryside and entering the city.” Integrate and upgrade the information systems of grassroots rural logistics nodes such as rural information service stations, rural comprehensive service cooperatives, supermarkets, postal “three rural” service stations, village postal stations, and express delivery outlets, advance the standardization of rural logistics information terminals and equipment, and achieve interconnection with county-level rural logistics information platforms.
⟦NL> Transportation, agriculture, supply and marketing, postal management, and other departments in all localities should actively seek special funds from the central finance for the development of the rural logistics service system, and provide guidance and support for projects with relatively strong public welfare, such as the construction of station and yard facilities, the construction of postal “three rural” service stations and rural express delivery outlets, the renovation of facilities and equipment, the construction of information systems, and innovation in organizational models.
