In order to accelerate the transformation of the agricultural development model and achieve zero growth in pesticide use by 2020, the Ministry of Agriculture this year established 218 demonstration bases nationwide and organized the pilot program for the integrated advancement of specialized unified prevention and control of crop diseases and pests and green prevention and control.

The integration of specialized unified prevention and control with green prevention and control means integrating and merging the organizational approach of unified prevention and control with the technical measures of green prevention and control into a comprehensive supporting technical service model, carrying out large-scale demonstration and display, and gradually achieving large-scale implementation and standardized operation of full-process green prevention and control of crop diseases and pests. Integrated advancement can effectively raise the level of organization and scientific rigor in disease and pest prevention and control. It is an important part of achieving integrated pest management and reducing pesticide use while controlling harm, and it is also a major measure for transforming the agricultural development model and achieving quality improvement and efficiency gains.

The pilot program for integrated advancement focuses on crops such as rice, wheat, corn, potato, cotton, peanut, vegetables, apple, citrus, and tea, establishing 218 demonstration bases, forming effective organizational forms and full-process technical models suitable for different regions and different crops, and demonstrating and driving large-scale promotion and application. While ensuring prevention and control effectiveness, chemical pesticide use is reduced by more than 20%, agricultural product quality complies with national food safety standards, and the ecological environment and biodiversity are improved to some extent.

The pilot program for integrated advancement focuses on three aspects of work: First, specialized unified prevention and control. Relying on specialized disease and pest prevention and control service organizations, new agricultural management entities, and others, carry out specialized unified prevention and control, focusing on supporting and developing full-process contracted services, and improving the level of organization in disease and pest prevention and control. Second, full-process green prevention and control. Mature and optimize green prevention and control measures such as physical and chemical lure control, biological control, and ecological regulation, integrate and promote full-process green prevention and control technical models that take ecological regions as units and crops as the main line, and improve the scientific level of disease and pest prevention and control. Third, scientific and safe pesticide use. Scientifically select and rotate the use of high-efficiency, low-toxicity, low-residue pesticides with different mechanisms of action, vigorously promote new and efficient plant protection machinery, popularize knowledge of scientific and safe pesticide use, and improve the level of resource protection and utilization.

In order to ensure that the pilot program for integrated advancement is carried out effectively and in an orderly manner, the Ministry of Agriculture requires agricultural departments at all levels to strengthen implementation of responsibilities, increase support, strengthen training and guidance, and pay attention to publicity and guidance, gradually forming a mechanism of “government support, market operation, multiple entities, and professional services,” continuously expanding the scope of application, and striving to achieve integrated pest management and reduced pesticide use while controlling harm.
