Website News Recently, the Ministry of Agriculture and the National Tourism Administration jointly issued a notice deploying the creation of national leisure agriculture and rural tourism demonstration counties and demonstration sites. The "Notice" makes clear that in 2015, 35 leisure agriculture and rural tourism demonstration counties and 100 demonstration sites will be selected on a competitive basis nationwide, to further explore the development patterns of leisure agriculture and rural tourism, clarify development thinking, establish development models, optimize the development environment, and guide the sustained and healthy development of leisure agriculture and rural tourism nationwide.
The "Notice" proposes that in the creation process, all localities should take as their goal promoting the integration of the primary, secondary and tertiary industries, promoting the coordinated development of production, living and ecology, developing the multiple functions of agriculture, and tapping traditional agricultural culture; take as their core promoting farmers' employment and income growth and meeting the consumption needs of urban and rural residents; take as their focus standardizing and upgrading the development of leisure agriculture and rural tourism; and adhere to the principles of combining demonstration creation with demonstration-driven guidance, combining government guidance with social participation, combining systematic development with highlighting distinctive features, and combining facility improvement with quality enhancement. Through demonstration creation, accelerate the cultivation of a group of national leisure agriculture and rural tourism demonstration counties with excellent ecological environments, strong industrial advantages, good development momentum and strong demonstration-driven effects, and a group of demonstration sites featuring industrialized development, distinctive operations, standardized management, branded products and standardized services.
⟦NL> The "Notice" points out that creation counties should possess the necessary conditions for developing leisure agriculture and rural tourism, such as resource endowments, locational advantages, industrial characteristics and cultural history; leisure agriculture and rural tourism should have become the leading industry of the county economy; and planning should be scientifically formulated, support policies complete, work systems sound, industry management standardized, basic conditions complete, industrial advantages prominent and development results remarkable. The demonstration sites to be created must have relatively strong demonstration-driven effects, standardized operation and management, complete service functions, sound infrastructure and good growth potential.
The "Notice" requires that leisure agriculture and tourism administrative departments at all levels conduct assessments in accordance with the creation conditions in the "Notice", highlight the demonstration and leading role of demonstration counties and demonstration sites, strictly follow relevant work procedures, and strictly control the number of applications. At the same time, they should strengthen publicity and guidance for already recognized demonstration counties and demonstration sites within their jurisdictions.
